Halifax Water is seeking a Project Engineer (Treatment Facilities / Process Engineering) to lead the planning, design, and construction management of capital projects for water and wastewater facilities. This role reports to the Manager of Facilities Engineering or the Process Engineering Program Manager.

The position focuses on delivering projects aligned with the Infrastructure Master Plans, coordinating with regulators, consultants, and Halifax Water staff. A P.Eng.

Qualifications

  • Post-secondary degree in Engineering with P.Eng. designation.
  • Minimum five years of related engineering experience, water/wastewater preferred.
  • Ability to lead capital projects and coordinate with stakeholders.

Responsibilities

Primary Function

The Project Engineer (Treatment Facilities / Process Engineering) is a key team member in the management of the water and wastewater treatment facility infrastructure at Halifax Water. They provide leadership in Halifax Water by delivering services that protect public health and the environment through the delivery of capital projects.

The Project Engineer (Treatment Facilities / Process Engineering), reporting to the Manger of Facilities Engineering or the Process Engineering Program Manager, is responsible for the provision of professional engineering and project management services (i.e. planning, design, and construction management) for a wide range of capital projects related to Water and Wastewater Treatment Facilities infrastructure. They will mainly focus on delivery of projects in support of Halifax Water’s long-term plans as established in the Infrastructure Master Plans from the Integrated Resource Plan.

Duties & Responsibilities
  • Provide technical and project management support for Water and Wastewater Treatment Facilities projects including scope development, cost estimating, scheduling, quality control, planning, design, contract document preparation, external consultant management, construction management and quality control.
  • Work with a team comprised of professional and technical staff responsible for the execution of design and construction of capital projects in support of water and wastewater treatment plant operations. Work closely with other Halifax Water staff, as it relates to planning, procurement, contract management, regulatory and delivery methodologies.
  • Complete infrastructure condition assessments and make recommendations for capital projects leading to improvements in treatment facilities, treatment processes and operational cost savings.
  • Prepare scope of work documents and manage the execution of external consultants and construction contractor activities.
  • Lead investigations and studies related to treatment facilities at HRWC. Coordinate and/or conduct field inspections, construction inspection, reporting, safety audits, and data collection related to Water and Wastewater Treatment Facilities.
  • Deliver and execute full range of infrastructure projects with a core focus on capital project delivery of projects in support of treatment plant operations, from simple equipment replacements to major process upgrades. Deliver projects generated from asset renewal practices and programs with a focus on vertical infrastructure projects at Water and Wastewater Facilities.
  • Assist with and provide support (review and implementation) of a range of infrastructure projects from small to large.
  • Conduct measurement to verify engineering designs and record conditions at facilities for delivery of projects.
  • Liaise with the regulators, government representatives, consultants, lawyers, and other stakeholders.
  • Develop and maintain relationships with Halifax Water staff, consulting engineer and constructor communities as it relates to design and construction of capital projects.
  • Develop, manage and utilize databases for the collection, analysis, coordination and reporting of Halifax Water project management data.
  • Provide support and mentorship to junior staff for the execution and delivery of projects and assignments.
  • Perform other related duties as may be assigned.

Minimum Qualifications
Education
  • Post-secondary degree in Engineering (Civil, Mechanical, Electrical, Process or Environmental) with Professional Engineer (P.Eng.) designation
Experience
  • Minimum of five years of progressively responsible related experience in an engineering field; Water and Wastewater Treatment experience and ideally Project Management experience.
Other Requirements
  • Must be eligible for membership with Engineers Nova Scotia
  • Must have a valid NS driver’s license
  • Must be willing to undertake and maintain the following safety training:
    • First Aid
    • Globally Harmonized System (GHS) (Formerly WHMIS)
    • Additional safety training as identified based on legislative and operational requirements
Knowledge, Skills and Abilities
  • Knowledge of Provincial Acts, HRWC Regulations, Municipal By-Laws and Policies as related to Water and Wastewater Treatment and municipal infrastructure.
  • Knowledge of engineering principles, policies, regulations and practices relating to Water and Wastewater Treatment infrastructure.
  • Knowledge of national, provincial and municipal engineering procedures, standards, specifications and guidelines.
  • Ability to develop engineering solutions to municipal infrastructure problems.
  • Leadership and interpersonal skills.
  • High level of initiative, and ability to achieve results through effective interaction with other staff.
  • Ability to adapt to change in the work environment.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work closely and effectively with a broad range of stakeholders, including the public, elected officials, community interest groups, regulators, government representatives, developers, consultants, lawyers and insurers.
  • Strong consultative and negotiation skills.
  • Strong computer/software skills, including the Microsoft suite of office software, spreadsheet development, database development, and other engineering related computer applications.
Salary Band

$93,803 to $117,254 annually
