Job summary

Arcadis is seeking a Design Project Control Professional to join the Mobility Global Business Area in Canada. You will drive cost management, budgeting, forecasting, and earned value across major capital projects with strong financial oversight.

You will implement project cost systems, manage invoicing and cash flow, and develop KPI structures while mentoring cost controllers and ensuring governance and collaboration across design, delivery, and controls teams.

Qualifications

  • Bachelor's degree in quantity surveying, engineering or construction management or similar.
  • 5-8 years' experience in cost management on large infrastructure projects.
  • Membership in PQS / MRICS / MCIOB preferred.
  • Experience in a design & engineering consultancy environment.
  • Proficiency with Oracle ERP and advanced Excel; Power BI/Smartsheet a plus.
  • Strong analytical skills and attention to cost, risk and performance data.
  • Collaborative team player with strong communication and stakeholder skills.
  • Knowledge of EVM, change control, risk management frameworks.

Responsibilities

Role description

Arcadis is currently seeking a Design Project Control Professional to join the Mobility Global Business Area (GBA) in Canada. The successful candidate will bring demonstrated experience in leading the cost management function on major projects within the Design & Engineering sector, providing commercial and project controls leadership across the design phase of major capital projects. The position is focused on ensuring accurate cost reporting, forecasting, budget management, and estimates to complete, while supporting informed decision-making and the successful delivery of complex capital programmes through strong financial oversight, governance, analysis, and reporting.

Role accountabilities

In this role, you will establish and maintain project cost systems such as Oracle and Unifier, ensuring they are accurately configured and that cost data remains robust and reliable throughout the project lifecycle. You will oversee timesheet systems, labour cost allocation, and compliance with reporting requirements, while also preparing, analyzing, and presenting KPI metrics, dashboards, and Earned Value (EV) indicators for management review. You will play a key role in facilitating monthly cost and value analysis, forecasting, and performance reporting to support informed project and commercial decision‑making.

You will also be responsible for managing invoicing, payments, and cash flow processes, including the verification and processing of invoices and the monitoring of accounts receivable and payable. As part of the wider financial management function, you will ensure accurate cost classification and prepare financial reports to support month‑end and year‑end close activities. In addition, you will assist in preparing cost estimates for minor scopes of work and variations, ensuring these are ready for review and approval.

A key aspect of the role will involve maintaining complete and well‑organized commercial records, including contracts, change orders, and all relevant supporting documentation. You will identify and help resolve project controls issues, working collaboratively with the wider project controls team to recommend practical solutions. In supporting the setup of major projects, you will contribute to the development of sub‑consultancy agreements, commercial processes, management plans, reporting frameworks, and KPI structures, helping to ensure a strong commercial foundation from project inception.

Within a major project or program environment, you will work closely with the Project Director and Commercial Lead to provide leadership across all aspects of cost management. You will collaborate with the broader project team on commercial matters to ensure alignment across design, delivery, and controls functions, while also mentoring cost controllers and promoting consistent application of project controls procedures. Drawing on your knowledge of NEC, FIDIC, or other standard forms of contract, you will help ensure compliance and project success, while also contributing to the Performance Excellence Group, championing best‑practice commercial management and continuous improvement. As with all roles, you will undertake any additional duties required by your Line Manager or Arcadis, while maintaining full compliance with Health, Safety, and Environmental regulations and guidelines.

Qualifications & Experience
  • Bachelor’s degree in quantity surveying, engineering or construction management, or similar
  • 5-8 years’ experience in cost management, quantity surveying, or project controls on large infrastructure projects (Marine projects preferred)
  • Membership in recognized professional bodies (e.g. PQS, MRICS, MCIOB) is preferred
  • Prove experience working within a design and engineering consultancy environment
  • Proficiency with Oracle ERP or similar financial systems, and advanced Excel; experience with Power BI, Smartsheet or similar tools is an asset
  • Strong analytical skills with high level of attention to detail and accuracy in assessing cost, risk, and performance data

The salary range for this position is $72,000 - $109,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
