Responsibilities

Job Description

As the Project Controls Manager, you are responsible for leading and coordinating all project controls activities for an assigned project or program. This role ensures the effective implementation of planning, performance measurement, Earned Value Management (EVM), forecasting, change management, risk management, and reporting processes to support successful project execution.

The Project Controls Manager, leads a multidisciplinary project controls team and serves as a key advisor to the project management team by providing performance insights, forecasts, trends, and recommendations that support informed decision-making. This role is accountable for the integrity of the Performance Measurement Baseline (PMB), project performance reporting, and adherence to project controls governance and processes.

Key Responsibilities
  • Lead and develop the project controls team, including planning, scheduling, project performance measurement, risk management, change control, and reporting functions.
  • Ensure project controls resources, tools, and processes are effectively aligned with project and program requirements.
  • Establish, maintain, and oversee the PMB and associated project controls frameworks.
  • Ensure the effective implementation and application of EVM and project performance measurement methodologies.
  • Monitor and analyze project performance, including schedule, progress, productivity, and earned value metrics, identifying trends, variances, risks, and opportunities.
  • Lead the development and maintenance of project forecasts, including Estimate to Complete (ETC), Estimate at Completion (EAC), labour-hour forecasts, productivity assessments, and completion projections.
  • Provide timely performance analysis, forecasting recommendations, and corrective action proposals to the project management team and senior management.
  • Ensure the preparation and issuance of accurate and timely performance reports, dashboards, executive summaries, and client deliverables.
  • Ensure the integrity, consistency, and quality of project controls data across incurred value, schedule, progress, and reporting systems.
  • Establish effective working relationships with project teams, functional departments, clients, and external stakeholders to support project execution.
  • Provide oversight of project planning and scheduling processes, ensuring schedules accurately reflect project scope, progress, forecasted work, milestones, critical path, and objectives.
  • Ensure project risks and opportunities are identified, assessed, monitored, and integrated into forecasting and reporting activities.
  • Ensure project changes are properly evaluated, approved, tracked, and incorporated into project baselines, forecasts, and performance reports.
  • Promote continuous improvement initiatives, lessons learned, and the development of project controls tools, systems, and reporting capabilities.
  • Ensure compliance with project controls procedures, contractual requirements, and organizational governance standards.
Qualifications
  • Bachelor’s degree in Engineering, Construction Management, Business Administration, or a related field is preferred.
  • Minimum of 15 years of progressive experience in project delivery or project controls, including at least 5 years in a supervisory or management role.
  • Demonstrated experience leading multidisciplinary project controls teams within complex project environments.
  • Strong knowledge of project controls principles, methodologies, and industry best practices.
  • Advanced knowledge of EVM, project performance measurement, and PMB management.
  • Demonstrated experience in forecasting, trend analysis, ETC/EAC development, performance reporting, and executive-level communications.
  • Strong understanding of planning and scheduling principles and project lifecycle management.
  • Working knowledge of risk management and change management processes.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent communication, stakeholder management, leadership, and coaching abilities.
  • Advanced proficiency in Microsoft Excel and reporting tools.
  • Working knowledge of Primavera P6 and enterprise project controls systems.
  • Ability to manage multiple priorities and work effectively in a fast-paced project environment.
  • Bilingualism (French and English) is preferred. You will motivate and support your overall Project Controls team while maintaining relationships with other shipyard teams and our customer representatives.
