Job summary

Toronto Community Housing Corporation is seeking a Program Supervisor, Fire Prevention and Preparedness to lead a team of inspectors and coordinate fire safety programs. Qualifications

Responsibilities

• Provide day-to-day leadership to a team of Fire Prevention Inspectors, ensuring inspections and reporting meet requirements.
• Coordinate and oversee the Fire Prevention Inspection Program, including scheduling and workload planning.
• Monitor findings, identify trends, and develop risk-based inspection strategies.
• Review inspection reports and code recommendations, provide guidance on complex matters.
• Liaise with internal and external stakeholders to resolve fire and life-safety issues.
• Develop, review and maintain Fire Safety Plans for site compliance.
• Read and interpret building plans and notices of violation.

Program Supervisor, Fire Prevention and Preparedness

We are searching for a collaborative and strategic team player who enjoys working in a dynamic and energetic environment. In this role, you will get to work with a team of internal and external partners support TCHC in fire prevention and preparedness activities in a manner that supports TCHC’s tenant focused culture.

What You'll Do

• Provide day-to-day leadership, direction and support to a team of Fire Prevention Inspectors, ensuring inspections, reporting and follow-up activities are completed consistently and in accordance with legislative requirements;


• Coordinate and oversee the Fire Prevention Inspection Program, including inspection scheduling, workload planning, quality assurance and program performance;


• Monitor inspection findings, identify trends and emerging risks, and use data to develop risk-based inspection strategies that prioritize higher-risk buildings and support continuous program improvement.


• Review inspection reports, Fire Code contraventions and recommendations, providing technical guidance and support to Fire Prevention Inspectors on complex or unique compliance matters.


• Liaise with TFS, consultants, contractors and internal stakeholders to resolve fire and life safety issues, obtain approvals and support ongoing compliance;


• Coordinate the development, review and maintenance of Fire Safety Plans to ensure site-specific accuracy and compliance with legislative and code requirements;


• Inspect, read and interpret building plans, blueprints, installation guides, construction plans and specifications as well as notice of violations and inspection orders;


• Prepare procurement documents, oversee service contracts and monitor vendor performance to ensure quality service delivery;


• Lead public education and fire prevention initiatives by coordinating awareness campaigns, reviewing educational materials and supporting consistent messaging for staff and tenants;


• Prepare reports and maintain records detailing information about property, infractions observed and actions to be taken;


• Establish client communication protocols, financial reporting mechanisms, progress updates, scheduling and work activities to meet/exceed contract obligations;


• Supervise, mentor, train and direct unionized service and administrative staff;


• Manage staff’s attendance including vacation requests, payroll input and monitoring of staffing capacity (shifts, on call, call-out schedules, etc.);


• Track false fire alarm incidents and work with TFS Public Education on methods to reduce the number of occurrences as well as the reducing the financial impact on TCHC.


• Other projects/initiatives and duties as required.

What You'll Need

• Post-Secondary education in Fire Protection Technology, or an equivalent of combination of directly relevant education and experience;


• Minimum of 3-5 years of job-related experience including technical and legislative knowledge and experience in contract administration, tender preparation, and development and monitoring of budget plans;


• Demonstrated knowledge of the Ontario Fire Code, Ontario Building Code, Occupational Health and Safety Act, Residential Tenancies Act and other related legislation, by-laws and applicable standards;


• Excellent interpersonal/ public relations/teamwork skills;


• Experience in the preparation of reports, correspondence and record maintenance;


• Possesses strong negotiating skills and the ability to analyze and evaluate complex problems provide solutions and recommend alternatives;


• Possesses advanced skills in computer applications such use of Microsoft Word, Project and Excel;


• Excellent communication skills both oral and written;


• Excellent customer service skills and experience in providing respectful service;


• Previous experience in dealing with the public in enforcement situations or experience in construction, architecture or engineering is an asset.


• Experience supervising unionized staff would be considered an asset;
