Reporting to the Manager, Active Traffic Management and the Senior Project Manager, Traffic Agent Program, the Program Manager, Traffic Agent Program, leads and provides tactical and strategic direction to a team engaged in critical traffic control and congestion management in accordance with the Highway Traffic Act to help ensure the safe and efficient movement of all road users at signalized intersections.
Major Responsibilities
- Supervises the day-to-day operation of all assigned staff including scheduling, assigning and reviewing work. Coordinates vacation and overtime requests. Monitors staff performance, approves salary increments, handles grievances, and participates in hiring.
- Manages, motivates, and trains staff, fostering effective teamwork, high-quality standards, continuous learning, and innovation.
- Develops and implements plans, policies, and procedures for the program, ensuring compliance with the Memorandum of Understanding with the Toronto Police Service.
- Supports policy formulation and administrative functions related to revenue and customer service.
- Liaises with officials, utility companies, agencies, and the public regarding activities within the Right of Way.
- Develops and manages traffic management projects, including congestion measures and traffic statistics analysis.
- Implements evidence-based research and innovation aligned with divisional and corporate policies.
- Prepares reports for City Council, Committees, and Management on policies and procedures.
- Handles procurement activities and manages assigned budgets.
- Ensures the municipal road network remains free-flowing and unencumbered.
- Represents Transportation Services at meetings with stakeholders and officials.
- Builds and maintains positive relationships with stakeholders and manages project communications.
- Prepares reports for various City committees and manages project risks and changes.
- Coordinates with City Store staff for equipment and uniform delivery and quality assurance.
- Maintains current knowledge of projects, issues, and initiatives.
Special Constable Status
- Must obtain and maintain Special Constable Status as per the Community Safety & Policing Act.
- Candidates must be at least 18, be Canadian citizens or permanent residents, and of good character.
- Must meet educational requirements and pass background checks and training.
- Compliance with relevant legislation, agreements, and codes of conduct is required.
Key Qualifications
- Post-secondary education or equivalent experience.
- Experience leading diverse teams, developing policies, and managing operations.
- Experience with financial management, reporting, and procurement.
- Valid Ontario Class G Driver's License.
- Excellent communication, relationship-building, and leadership skills.
- Proficiency with Microsoft Office Suite.
