Reporting to the Manager, Active Traffic Management and the Senior Project Manager, Traffic Agent Program, the Program Manager, Traffic Agent Program, leads and provides tactical and strategic direction to a team engaged in critical traffic control and congestion management in accordance with the Highway Traffic Act to help ensure the safe and efficient movement of all road users at signalized intersections.

Major Responsibilities:

  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary, participates in the hiring process for Supervisors and Traffic Agents.
  • Manages, motivates and ensures the assigned staff are trained, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Develops and implements detailed plans and recommends policies/procedures regarding program specific requirements, while ensuring program follows the direction of the Memorandum of Understanding with the Toronto Police Service.
  • Supports and assists in formulating policy and established procedures and priorities for a variety of administrative functions and revenue-generating activities related to the Traffic Agent program, giving high regard to customer service.
  • Liaises with elected officials, utility companies, public agencies, other City divisions and the public respecting activities within the Right of Way.
  • Develops, manages and implements active traffic management projects/plans, including proactive congestion measures, background research and traffic of statistics. Provides summaries with outcome and recommendations.
  • Develops and manages active traffic management projects and policies from inception to completion with a goal to implement evidence-based research, drive innovation and ensure alignment with overarching Divisional and Corporate policies.
  • Utilizes established metrics, and establishes new ones as required, and analyzes congestion management activities within the Traffic Agent group.
  • Prepares correspondence and reports to City Council, Standing Committees, and Senior Management on policies, procedures relating to the Traffic Agent program.
  • Undertake procurement assignments including the preparation of procurement documents, the review and evaluation of proposals, and the completion of administrative paperwork related to the approval and awarding.
  • Develops and provides input into and administers assigned budget for the group, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Ensures the municipal road network is maintained in a free-flow state and remains unencumbered with other Right of Way occupation.
  • Represents Transportation Services at various meetings with the public, elected officials, and other divisions and other government officials, and Community Council.
  • Builds, maintains and ensures positive working relations, including all correspondence with Divisional and Agency stakeholders, industry, contractors and government authorities associated with assigned projects.
  • Prepares necessary reports to Committee, Bid Committee or Council for various projects within the Division.
  • Manages change and risk in relation to projects.
  • Liaises with City Store staff to ensure proper delivery of uniform and equipment and undertakes random checks to ensure quality assurance and application of policies related to uniforms, equipment, as well Fleet vehicles.
  • Maintains a continuous and thorough knowledge of current corporate and other divisional and cluster projects, issues and initiatives.

Special Constable Status:

  • All Program Managers must be able to obtain and maintain Special Constable Status in accordance with the Community Safety & Policing Act and with any established agreements throughout their employment as a Program Manager, Traffic Agent Program.
  • All candidates must be at least 18 years old, a Canadian citizen or permanent resident of Canada, and of good character.
  • All candidates must provide proof that they meet the educational requirements outlined in the Community Safety & Policing Act Sec. 92 (g).
  • Must be able to pass a background investigation to obtain Special Constable Status.
  • Successful candidates must complete and pass Special Constable training, and all other mandatory training and assessments established by the City of Toronto, Toronto Police Services Board, Toronto Police Service and the Community Safety and Policing Act.
  • Successful candidates will need to comply with all requirements of the Community Safety & Policing Act, Memorandum of Understanding between the City of Toronto & Toronto Police Services Board, and Traffic Agent Code of Conduct.

Key Qualifications:

  • Post-secondary education in a professional discipline pertinent to the job function or an equivalent combination of relevant training and experience.
  • As a condition of employment, selected candidates may be required to obtain and maintain Special Constable status in accordance with any established agreement.
  • Considerable experience developing, leading, coaching and motivating diverse staff teams, as well as monitoring and evaluating staff performance while ensuring high standards of work quality and organizational performance.
  • Considerable and progressive experience managing day-to-day operations, including leading the development of operational and procedural plans.
  • Considerable experience in the development and implementation of policies and programs.
  • Considerable experience, preparing reports, briefing notes, RFP and RFQ procurement documents, business cases, and strategy papers.
  • Experience with financial management and reporting, including budget development and control, expenditure forecasting, preparation and interpretation of financial reports and reporting of key performance indicators.
  • Must possess a valid Ontario Class "G" Driver's License with the ability to obtain a City driver's permit upon employment.
  • Highly developed relationship building and communication skills with the ability to establish effective working relationships with employees, City divisions, outside agencies and other orders of government, non-governmental organizations, business community and residents.
  • A proven track record of innovative and result oriented leadership and the demonstrated ability to promote and foster teamwork and success.
  • Excellent report writing, communication (oral and written), presentation, interpersonal skills and ability to provide timely and comprehensive advice to senior management to assist in evidence-based decision making.
  • Sound decision making, problem solving and conflict resolution skills, with a past history of success demonstrating collaboration, innovation, organization, coordination and planning skills.
  • Ability to deal effectively throughout all levels of the organization, political representatives, consultants, contractors and the public with a developed sense of discretion, judgement and political acumen to deal with sensitive and confidential matters.
  • Ability to work independently, manage daily workload, set priorities and meet required deadlines with conflicting demands and changing priorities.
  • Considerable knowledge of applicable federal and provincial legislation as related to vehicles, equipment and the environment.
  • Considerable demonstrated experience with Microsoft Office Suite (i.e. Access, Excel, Word, PowerPoint).
