WHAT IS THE OPPORTUNITY?

Royal Bank of Canada is strengthening its regulatory technology capabilities and needs an experienced leader to help manage large, complex regulatory programs at enterprise scale. As Senior Program Manager, Regulatory Technology, you will lead the delivery of mission‑critical regulatory initiatives that span technology, operations, and compliance across RBC. This role offers the opportunity to manage transformational programs, coordinate cross‑functional teams, and directly influence regulatory strategy and execution. You will work with senior stakeholders, navigate complex interdependencies, and drive organizational alignment on critical regulatory priorities. Your leadership will ensure RBC meets evolving regulatory requirements while building sustainable, scalable program delivery capabilities that strengthen our competitive position in financial services.

WHAT WILL YOU DO?
  • Manage large, complex regulatory programs – Own end‑to‑end program delivery for multi‑year, enterprise‑wide regulatory initiatives; oversee multiple concurrent workstreams and dependencies
  • Develop program roadmaps and governance – Create comprehensive program plans, timelines, and governance frameworks; establish clear accountability structures and decision‑making processes
  • Coordinate multi‑functional teams – Lead and align diverse teams (technology, operations, legal, compliance, business units); remove obstacles and drive collaboration across silos
  • Drive stakeholder alignment and influence – Build relationships with executive sponsors and business leaders; manage competing priorities and ensure transparency on program direction
  • Identify, assess, and manage risk – Continuously monitor regulatory landscape and program execution risks; develop mitigation strategies and escalte issues appropriately
  • Track metrics, reporting, and visibility – Complete dashboards, KPIs, and governance reporting; provide clear visibility to executive leadership on program status, budget, and outcomes
  • Remove obstacles and enable delivery – Proactively identify and resolve blockers; manage scope, schedule, and resource constraints to keep programs on track
  • Contribute to regulatory strategy – Bring program‑level insights to inform broader regulatory strategy; participate in strategic planning and capability building initiatives
WHAT DO YOU NEED TO SUCCEED?
Must Have
  • Senior program management experience – Proven track record managing large, complex programs ($5M+ in scope); demonstrated success delivering transformational initiatives on time and within budget
  • Large project/program delivery expertise – Extensive experience managing multi‑workstream, multi‑year programs; ability to navigate dependencies, manage scope, and drive accountability
  • Cross‑functional stakeholder management – Strong ability to influence and align diverse groups (business leaders, technical teams, compliance partners, external stakeholders) across organizational boundaries
  • Regulatory and technology knowledge – Working knowledge of financial services regulation, compliance requirements, and technology delivery; ability to translate regulatory requirements into program deliverables
  • Communication and organizational skills – Excellent written and verbal communication; strong presentation and facilitation abilities; demonstrated capacity to communicate complex topics to senior audiences
  • Results‑oriented, deadline‑driven approach – Track record of delivering quality outcomes under pressure; ability to balance multiple competing priorities and maintain high standards
Nice‑to‑Have
  • Financial services or regulated industry background – Prior experience in banking, insurance, or other heavily regulated sectors
  • Regulatory technology or compliance program experience – Specific experience managing regulatory technology implementations, compliance programs, or similar regulatory initiatives
  • Matrix organization experience – Demonstrated success working effectively in complex, matrixed environments across multiple business lines
  • Agile or program management certifications – PMP, PRINCE2, SAFe, or other recognized program/project management credentials
  • Budget and resource management – Experience managing program budgets, resource planning, and vendor relationships
  • Business acumen – Understanding of financial services business models, risk management, and competitive dynamics
