Job description

Program Manager - Program Delivery and Governance

Department: Product

Employment Type: Permanent

Location: Remote, Canada

Reporting To: Group Director, Enterprise Delivery & Governance

Compensation: $130,000 - $150,000 / year

Description

Program Delivery & Governance is the delivery and operations capability for Veriforce's Product and Technology organization. The function owns strategic program delivery across the business, delivery health and reporting, planning discipline, governance standards, and executive insight and leadership operations. The team operates as one unit with a shared career ladder and cross-coverage model. Veriforce operates across the US, Canada, UK, South Africa, Belgium, and other markets, and the function delivers across these regions. Where a region requires dedicated delivery support, the function deploys accordingly.

The Program Manager owns full programs. You take a program from initiation through delivery: scoping the work, structuring the approach, aligning stakeholders across multiple functions, and driving the program to outcomes. This is where the shift from executing to shaping happens. You are not managing workstreams within someone else's program. You are the person accountable for the program itself.

The programs you lead are cross-org by nature. They span engineering, product, business operations, and often multiple regions. You manage complex stakeholder landscapes where priorities compete, trade-offs are real, and alignment doesn't happen on its own. You bring strategic thinking to how programs are structured, sequenced, and delivered, not just operational discipline.

You also strengthen the function. Your delivery practices, governance contributions, and cross-org alignment raise the standard for how the broader team operates. Project Managers and Senior Project Managers working within your programs depend on your clarity of scope, structure, and direction.

This is a career-ladder role within a defined progression: Project Manager, Senior Project Manager, Program Manager, Lead Program Manager. Growth from this level comes from consistently delivering the most complex multi-region programs, mentoring the team, influencing delivery practices beyond your own programs, and operating as a trusted partner to C-suite leadership.

What that means day-to-day:
Program ownership and delivery
  • Own programs end-to-end: scope the work, define the structure, build the delivery approach, and drive execution through to outcomes
  • Lead program initiation, including stakeholder identification, scope definition, sequencing, and governance setup
  • Manage complex, cross-functional stakeholder landscapes where priorities compete and alignment requires active negotiation
  • Make strategic decisions about program structure, sequencing, and trade-offs, shaping the approach rather than just executing a plan
  • Provide clear scope, structure, and direction for Project Managers and Senior Project Managers working within your programs
  • Drive cross-org alignment above pod level, connecting workstreams and stakeholders across engineering, product, and business functions
Delivery health and reporting
  • Own delivery health reporting across your programs, producing a leadership-ready view of status, risks, dependencies, and outcomes
  • Identify and manage program-level risks, including cross-functional dependencies, resource conflicts, and scope changes that affect the broader portfolio
  • Ensure delivery signal integrity across all workstreams within your programs, including work managed by Project Managers and Senior Project Managers
  • Contribute to the function's consolidated delivery reporting for executive and board-level governance
Planning discipline and governance
  • Drive planning discipline across your programs and contribute to the function's quarterly planning cycles
  • Shape governance practices, delivery standards, and frameworks that the broader team adopts
  • Ensure program onboarding for new initiatives is structured and consistent, setting up programs for delivery success from the start
  • Lead retrospectives that produce actionable improvements in delivery practice across the function
  • Contribute to the function's governance and standards development at a level that raises the bar for the whole team
What success looks like
At three months

Fully embedded in assigned programs with a clear understanding of scope, stakeholders, dependencies, and strategic context. Actively leading program delivery with stakeholder alignment established across functions. Delivery health reporting running at a standard that leadership trusts. Demonstrating the ability to scope and structure work, not just manage what has already been defined.

At six months

Programs under your ownership delivering to standard with clear governance, reliable reporting, and proactive risk management. Cross-functional stakeholders aligned and engaged without needing constant re-alignment. Strategic decisions about program structure and sequencing made with confidence and sound judgment. Project Managers and Senior Project Managers within your programs operating with clear direction and scope.

At twelve months

Established as the accountable owner for your programs, trusted by leadership and cross-functional stakeholders to deliver complex, multi-function initiatives. Governance and delivery practices you have shaped are adopted beyond your own programs. Demonstrating the strategic thinking, cross-org alignment, and stakeholder management that define the Program Manager level.

What you’ll need to be successful:
  • 7+ years of progressive experience in program or project delivery, with clear evidence of growth from execution into program ownership
  • PMP or equivalent certification (e.g., PRINCE2 Practitioner, PgMP)

  • Track record of owning full programs from initiation through delivery, including scoping, structuring, and defining the delivery approach
  • Demonstrated ability to manage complex, multi-function stakeholder landscapes where priorities compete and alignment requires active negotiation
  • Strategic thinking applied to program structure, sequencing, and trade-offs, with evidence of shaping the approach rather than executing a predefined plan
  • Proven cross-org alignment above pod level, connecting workstreams and stakeholders across engineering, product, and business functions
  • Strong delivery health and reporting capability at program level, with a delivery signal that leadership trusts for executive and governance reporting
  • Ability to provide clear scope, direction, and structure for project delivery staff working within your programs
  • Ownership mentality. Takes full accountability for program outcomes, not just process adherence
  • Bachelor's degree or equivalent professional experience
Preferred
  • Bilingual (English/French)
  • Experience leading multi-region programs across time zones and geographies
  • Experience mentoring or developing project delivery staff
  • Familiarity with governance frameworks, PMO-style disciplines, or delivery operations at enterprise scale
