Position Title: Program Manager – Mental Health and Substance Use
Status: Excluded, Permanent, Full-Time
Reports to: Program Director
Salary: $74,984.00 - $85,696.00
Active Care Youth and Adult Services (ACYAS) is a progressive organization providing residential resources for youth and adults in British Columbia. Our mandate is to deliver trauma-informed, high-quality support services in a home-like environment.
Position Overview
Reporting to the Director or designate, the Complex Care Manager oversees and supports service delivery and operational staff providing 24-hour services to adults experiencing issues such as homelessness, substance use, brain injury, mental health disorders, co-occurring disorders, justice involvement, and street entrenchment. The role involves collaboration with service delivery partners, crisis intervention, risk management, and creating a safe environment for clients, staff, and the community.
Primary Responsibilities
- Oversee daily operations of the complex care program in collaboration with partners.
- Foster a cohesive, collaborative environment for staff and clients.
- Conduct team meetings and facilitate conflict resolution.
- Coordinate with clinical teams on referrals, intake, and planning.
- Assess client risks and develop safety plans.
- Provide crisis intervention and support in the absence of clinical staff.
- Offer after-hours emergency support and debriefing.
- Create an engaging environment encouraging client pride and ownership.
- Implement risk management strategies to ensure safety.
- Lead critical incident debriefings and documentation.
- Analyze incidents for patterns and recommend improvements.
- Provide staff training, orientation, and professional development.
- Supervise staff performance, including hiring and evaluations.
- Manage staffing schedules and conduct documentation audits.
- Oversee medication management and conduct audits for errors.
- Build a diverse, inclusive, and high-performing team.
- Establish positive community relationships and conflict management strategies.
- Develop and implement program procedures and policies.
- Ensure operational efficiency, safety, and maintenance.
- Manage financial aspects, including budgeting and expenditures.
- Participate in program performance measurement and improvement.
- Perform other duties as required.
Required Qualifications
- Social Work (Registered), Registered Psychiatric Nurse, or Human Services degree.
- Five (5) years of relevant experience, including at least two (2) years in a supervisory role.
- Cultural knowledge of Indigenous populations and understanding of reconciliation principles.
- Current First Aid certification.
- Class 5 Driver’s License.
- Equivalent combination of education, training, and experience.
