Primary Care Alberta is seeking a Program Manager, Financial Reporting to lead our financial reporting function and ensure timely, accurate delivery of statements, reports, and regulatory submissions. This role collaborates with Health Shared Services, government ministries, auditors, and other key stakeholders.
The position focuses on establishing reporting frameworks, governance, and controls to maintain PSAS compliance and support strategic decision-making.
Reporting to the Executive Director of Finance, the Program Manager, Financial Reporting provides strategic input and oversight of PCA’s financial reporting function. The Program Manager ensures the timely, accurate, and transparent delivery of all internal and external financial reporting, including annual audited financial statements, monthly and quarterly financial reports, management reporting, and statutory and regulatory submissions. This role works collaboratively with Health Shared Services (HSS), government ministries, auditors, and other key stakeholders.
The Program Manager establishes and maintains financial reporting frameworks, governance, and internal controls that ensure compliance with Public Sector Accounting Standards (PSAS), provincial legislation, Treasury Board directives, and other regulatory requirements. The position provides input on complex accounting and financial reporting matters, supports strategic decision-making through high-quality financial information, and ensures that the organization meets its accountability and stewardship obligations.As a finance leader, the Program Manager fosters a culture of excellence, continuous improvement, innovation, and accountability while providing leadership, direction, and mentorship to staff. The role plays a critical part in advancing organizational objectives through the delivery of reliable financial information, effective stakeholder partnerships, and strong financial governance.
A minimum of a post-secondary degree in Accounting, Finance, Business, Mathematics, Economics, or a related discipline.Professional accounting designation (i.e. CPA), or master's degree or equivalent.
Minimum of 5+ years of progressive experience in accounting, financial reporting, and other related finance disciplines.Thorough understanding and working knowledge of Public Sector Accounting Standards, financial reporting requirements, internal controls, and audit and compliance practices.Experience providing strategic financial advice, analysis, and recommendations to senior leaders and executive stakeholders.Proven leadership experience, including staff supervision, coaching, and professional development.Strong analytical, critical-thinking, problem-solving, and decision-making skills.Demonstrated ability to think and act strategically and systematically.Ability to plan and prioritize work, allocate resources, manage competing priorities, and meet deadlines.Experience leading or supporting projects, process improvements, or change initiatives.Proven ability to build collaborative relationships and work effectively with internal teams, senior leaders, auditors, government ministries, and other stakeholders.Broad knowledge of finance processes and practices.Proficiency in Microsoft Office applications, particularly Excel and Word, and experience with financial systems and reporting tools.
Financial experience in a Health Care environment.Experience in assisting on complex audits.
