Job Description

Location: Anywhere in the U.S. mainland. Must be able to work in the Pacific region.

ECC is seeking a Construction Program Manager for our Pacific region. This role involves managing a large DoD construction program, ensuring goals and objectives are met within time and budget constraints through effective forecasting, planning, and performance management. Candidates should reside in the Pacific region (Guam, Mariana Islands, Philippines, etc.) and be willing to travel throughout the Pacific.

Responsibilities
  1. Oversee program operations to meet high standards for internal and external clients.
  2. Ensure client satisfaction, especially concerning change management and invoicing systems.
  3. Monitor and ensure net margins on IDIQ task orders; develop corrective actions as needed.
  4. Track project performance regarding cost, scope, and schedule; assist PGMs in improving cost efficiency.
  5. Identify new projects and markets to pursue, and contribute to proposal efforts.
  6. Manage activities of designated projects to meet goals within time and budget constraints.
  7. Provide leadership in technical, budgeting, scheduling, and client communication aspects.
  8. Manage project teams, resources, and establish work plans and staffing.
  9. Coordinate with government agencies and maintain safety policies.
  10. Report on program status and maintain key subcontractor relationships.
Requirements
  • Ability to analyze business, technical procedures, and regulations.
  • Strong communication skills for reports and presentations.
  • Experience with cost tracking and accounting systems.
  • Proficiency in mathematical concepts and problem-solving.
  • Proven ability to manage complex programs and negotiate effectively.
  • Experience working with government agencies (e.g., DoD, DOE).
  • Minimum of 10 years' experience in relevant fields, with at least 5 years in project management.
  • Bachelor's degree in engineering, construction management, or related sciences; equivalent experience may suffice.
Preferred Qualifications
  • OSHA safety certifications and HAZWOPER training.
  • Professional registration (e.g., PE, RA, CEM).
  • Experience with cost tracking systems like EZ TRAC and Cost Point.

Salary range for US locations: $140,000 - $185,000 annually, depending on qualifications.
