Job summary

The City of Windsor Information Technology department is seeking a Program Manager to lead major corporate-wide initiatives, directing internal and vendor resources. You will define requirements, align multiple work streams, and manage project governance.

Candidates must have advanced IT/business degrees with PMI-like experience; strong leadership, risk management and vendor relations are essential. This is a regular full-time role with 35 hours per week.

Qualifications

  • Post graduate degree or university/college equivalent with extensive project management experience.
  • Proven ability to lead multiple inter-dependent work streams and resources.
  • Strong knowledge of vendor management, budgeting and governance processes.
  • Demonstrated senior leadership, organization and problem solving skills.
  • Ability to travel to offsite locations as required and operate in a fast-paced environment.

Duties and Responsibilities:


  • Providing overall management for every aspect of the design, development and implementation of major corporate-wide program initiatives, including supervising and directing work effort of all resources (internal and vendor) assigned to the program;

  • Defining the requirements and approach to meet organizational goals which is comprised of multiple inter-dependent work streams spanning software elements, new and changed business processes, changes to organizational structure and capabilities;

  • Initiating and promoting cross functional working relationships with project sponsors, senior management, vendor and key clients within the Corporation;

  • Providing mentorship, developing leadership strength, and acting as an information resource for the project;

  • Negoting resources and obtaining financial, physical, or human resources to support projects or programs;

  • Establishing program schedule and integrating development of best practices, project standards, procedures, and quality objectives;

  • Conducting reviews of the project’s status and associated staff;

  • Managing vendors including coordinating vendor activities;

  • Overseeing the development of Contracts, Service Level Agreements and the evaluation, selection and procurement of products and/or services from vendors;

  • Establishing and reviewing project plans, schedules, and staffing requirements;

  • Managing and directing project team and removing roadblocks which may inhibit project success;

  • Identifying and mitigating project risks and issues;

  • Preparing Council reports and presenting to council and/or senior management;

  • Performing Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program;

  • Performing other related duties as required.


Qualifications:


  • Must have a Post Graduate Degree in Information Technology or Business or Ontario Ministry of Education equivalency and a minimum of two (2) years of experience in Project Management, Leadership and Planning skills;

  • OR Must have a University Degree in Information Technology or Business or Ontario Ministry of Education equivalency and a minimum of four (4) years of experience in Project Management, Leadership and Planning skills;

  • OR Must have a College Diploma in Information Technology or Business or Ontario Ministry of Education equivalency and a minimum of six (6) years of experience in Project Management, Leadership and Planning skills;

  • OR Must have an Ontario Secondary School Graduation Diploma plus one year of post secondary school courses in Information Technology or Business or Ontario Ministry of Education equivalency and a minimum of ten (10) years of experience in Project Management, Leadership and Planning skills;

  • Must have the ability to travel to offsite locations in a timely & expedient manner as required. If method of travel is by vehicle a current valid and lawful driver’s licence is required in accordance with the Highway Traffic Act;

  • Must perform effectively in a multi-disciplined, fast paced environment that requires a high degree of personal organization, motivation, initiative, problems solving techniques and highly developed project management skills;

  • Must have proven success in implementing complex change projects;

  • Must have demonstrated proficiency in use of project management methodologies, tools and their application;

  • Must have proven leadership qualities and be both self motivated and a team player;

  • Must have exceptional skills in the areas of organization, prioritization, planning, and problem solving;

  • Must have strong interpersonal and consensus building skills;

  • Must have excellent written, verbal, research and presentation skills;

  • Must possess computer literacy skills utilizing the Microsoft Office Suite of Products including Outlook, Word, Excel and PowerPoint;

  • Should have strong knowledge of municipal business and regulatory processes;

  • Should have knowledge of the Occupational Health and Safety Act, its regulation and knowledge of the hazards associated with the work;

  • Will be required to complete and remain current as per the requirements of the Corporation's Management Certificate Program;

  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
