Compensation Range

Job Description

Key competencies of the role include relationship building and communicating with partners and interest holders, planning and overseeing new program design to ensure it addresses learning needs of rural practitioners, developing funding proposals, budgets, reports, and contracts, developing and actioning work plans, leading committees and working groups, overseeing project operations including program finances, planning human resources and optimizing team performance, and leading research and evaluation activities within assigned projects.

The position provides functional and project oversight to designated UBC CPD staff and works collaboratively with UBC CPD Medical Directors, Medical Leads, Project Sponsors, and other interest-holders. More broadly the Project Manager is expected to participate in wider activities within the Division such as strategic planning, staff training and development, and furthering the Division’s mission and vision.

Organizational Status

The incumbent reports to the Senior Manager, Rural Programs, UBC CPD. UBC CPD is a cost-recovery unit within the Faculty of Medicine, serving varied target audiences of practicing health professionals. The incumbent works in a fast-paced environment with a wide variety of physicians and other subject matter experts who develop and deliver curriculum. The incumbent works collaboratively with leadership and senior staff at UBC CPD as well as a variety of community, provincial, national, and international partners depending on assigned projects.

The incumbent oversees a team of program staff and has the latitude to delegate responsibilities and tasks as necessary to meet the goals and objectives of the Rural Program’s educational initiatives.

Work Performed

  • Project Leadership and Management
  • Develops and leads the implementation of one or more projects within the UBC Rural CPD portfolio and is accountable for program and project development from initiation to closure.
  • Proactively and concurrently leads a number of projects of considerable size, diversity, complexity, and risk and assumes responsibility for their successful completion.
  • Develops detailed and effective project plans including scope, design, schedule, and project team responsibilities; develops tracking tools; monitors and communicates progress; manages and communicates changes to project scope and schedule.
  • Resolves any issues and solves problems throughout the project life cycle.
  • Performs risk management activities to minimize and communicate project risks; identifies barriers to project implementation and long-term success.
  • Responsible for planning project resources including procurement and maintenance of capital equipment.
  • Researches, synthesizes, and compiles information from multiple sources into status reports required by Program Sponsor and other interest-holders.
  • Educational Program Development and Delivery
  • Manages the design and delivery of educational programming and ensures that project deliverables are completed.
  • Identifies opportunities for and oversees implementation of needs assessment activities to inform program design and directions.
  • Manages the alignment of CPD and Quality Improvement and demonstrates this commitment through new program design, communication with staff and interest-holders, and seeking strategic partnerships.
  • Evaluation and Quality Improvement
  • Develops, plans and implements evaluation strategies and oversees education project evaluation activities.
  • Oversees the collection, collation and analysis of program and evaluation data.
  • Promotes the evolution of UBC CPD as a learning organization.
  • Interest-holder Engagement and Communication
  • Works collaboratively with Medical Directors, Medical Leads, Project Sponsors, and UBC CPD senior leadership to establish project goals and objectives.
  • Responsible for building strong working relationships and facilitating ongoing communication between internal and external project interest-holders.
  • Liaises with other UBC CPD projects and staff to identify synergies and collaborative possibilities; makes recommendations to UBC CPD leadership team.
  • Oversees the development, planning and implementation of publications, news articles and marketing materials.
  • Oversees the development of marketing materials and messages in print and electronic materials and ensures they are appropriately tailored to learners.
  • Financial Management and Resource Planning
  • Develops, implements, and analyzes detailed operating budgets including forecasts, allocating expenditures, and resolving discrepancies; ensures compliance with UBC and Program Sponsor financial reporting requirements.
  • Develops funding proposals for developing new educational projects.
  • Human Resources Management
  • Hires, oversees, and provides direction to project staff to ensure efficient and optimal delivery of new or ongoing educational programs; responsible for performance management and termination of staff if required.
  • Responsible for problem-solving staff issues including staff workload and appropriate project allocation and assignments.
  • Strategic and Organizational Leadership
  • Responsible for the fulfillment of UBC CPD’s mission and vision by actively participating in or playing a leadership role in strategic planning and other high-level leadership activities within the Division.
  • Demonstrates the highest level of professionalism in all interactions.

Consequence of Error/Judgement

The incumbent is responsible for ensuring that program deliverables are completed within scope, on time and on budget. The position must exercise considerable judgment and initiative in decision making, including resolving issues not clearly covered by established guidelines. Errors in judgement or failure to work cooperatively with the Senior Manager or Medical Directors who co-lead the RCPD Program will impact program development, reputation, and quality. Lack of tact, diplomacy, or sensitivity when dealing with program partners could potentially result in missed opportunities, damaged relationships, and loss of credibility for RCPD and UBC CPD. Poor planning could result in loss of time, productivity, and failure to operate the program sustainably or achieve program objectives. Inadequate lack of consultation and planning could adversely affect the viability of the program or compromise program funding.

Supervision Received

Works independently against set objectives. Reports to the Senior Manager of Rural Continuing Professional Development in the Faculty of Medicine. Takes direction from other members of the UBC CPD senior leadership team, as required.

Supervision Given

This position may be responsible for the supervision of research and program assistants, program coordinators, education managers, temporary staff and technical staff. The incumbent works with considerable autonomy and latitude, showing leadership on projects within portfolio.

Minimum Qualifications

Master’s degree in Education. Minimum of six years of related experience, or the equivalent combination of education and experience.
