This position involves leading the implementation of multiple capital Open Spaces projects. The Program Manager will direct and support a team of project managers while also overseeing the progress of their own projects. Responsibilities include coordinating reporting and work assignments to ensure comprehensive program management.
This Program Manager role within the Open Spaces portfolio involves planning and designing new construction and renewal projects, as well as providing project management oversight for community and partner-led initiatives. The position requires developing strong working relationships with external partners and internal City of Edmonton Business Partners, including Community Services and Urban Planning and Economy.
What will you do?
- Supervise, guide, and manage teams of Project Managers to ensure the successful delivery of capital projects on time, on budget, and scope
- Personally oversee and deliver challenging or high-profile projects, applying strong project management expertise
- Identify, assess, and mitigate risks to programs, projects, and the City's reputation throughout the project lifecycle
- Implement and enforce the City's project management systems and best practices, including guidelines and information systems
- Direct the creation and implementation of comprehensive communication and stakeholder engagement strategies
- Plan, budget, monitor, and align projects to optimize resource utilization and achieve organizational goals
- Create and implement standardized project management processes and performance metrics for successful delivery
- Establish and maintain strong relationships with internal and external stakeholders, including partners, contractors, and consultants
- Utilize systems thinking to manage multiple concurrent projects and efficiently allocate resources
- Mentor, coach, and empower Project Managers and staff, fostering a collaborative and accountable culture while providing leadership in safety and environmental programs
- Manage procurement and contract processes, directing and coordinating consultants and contractors
- Act as a spokesperson, coordinate program communications, and facilitate mediation of complex issues with stakeholders
- Ensure compliance with all applicable policies and guidelines, obtaining necessary approvals for deliverables
Qualifications- Education in related fields such as Landscape Architecture, Planning, Environmental Studies, Recreation, Business, Engineering or Project Management or Construction
- Progressively responsible team and program or project management experience
Assets:
- Coursework or training in project management, financial management, or other leadership training
Skills required for success:
- Project Management Proficiency: Requires strong program/project management skills, including PMBOK knowledge, contract management (selection, claims, evaluation), planning, organization, and problem-solving
- Leadership and Team Management: Has experience leading Project Managers and multidisciplinary teams in project delivery, as well as managing and working with external consultants
- Communication and Stakeholder Engagement: Exhibits strong verbal and written communication skills (including report writing and presenting), experience developing and implementing communication/public engagement plans, and strong conflict resolution and negotiation abilities
- Relationship Building and Collaboration: Demonstrates the ability and willingness to develop strategic relationships and deliver work in a collaborative and integrated manner

Conditions of employment and work environment:
- Up to: 1 temporary, full-time position for up to 24 months
- Hours of work: 36.9 hours per week, Monday - Friday
- Salary Range: $105,668.58 - $132,084.70 (Annually)
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
- This position is eligible for the EDO program (Earned Day Off)
- Management and Out-of-Scope positions at the City of Edmonton are being reviewed for possible inclusion in the Civic Service Union 52 bargaining unit. If this position is impacted, the incumbent will be notified accordingly
