Job summary

Placemaking 4G (P4G) is partnering with the Physician Assessment Centre of Excellence to fill a Program Manager role in Bedford, NS. The position leads the Assessment Program, reporting to the Director of Assessment, and focuses on strategic direction, operational oversight, and team management to ensure program success.

The role requires 5+ years in program management, an undergraduate degree, and experience coordinating staff, consultants, and partner organizations.

Qualifications

  • Minimum 5 years in program management or administration in related settings.
  • Experience supervising staff and coordinating committees/partners.
  • Knowledge of assessment, program evaluation, or quality assurance is an asset.

Responsibilities

The Physician Assessment Centre of Excellence (PACE) is unlike any other model in Nova Scotia or Canada. As a mission‑driven, non profit organization, It serves as an orientation program for physicians new to practicing medicine in Canada, an assessment centre, and a medical clinic. These three distinct components come together to form a unique and innovative initiative designed to support internationally trained physicians as they transition into practice in Nova Scotia. This effort not only strengthens the province’s physician workforce but also positions Nova Scotia as a national leader in addressing healthcare challenges and fostering diversity within the medical community.

This Moment, This Position

The Program Manager is responsible for overseeing and delivering the Assessment Program. Reporting to the Director of Assessment, this role provides strategic leadership, operational oversight, and team management to ensure the success of the program. It does not have outcome authority or make final assessment decisions.

Program Leadership & Operations
  • Manage day-to-day program operations by setting priorities, monitoring performance, and implementing improvements to advance program goals and outcomes.
  • Lead, mentor, and supervise program staff (e.g., coordinators and contracted service providers), to foster a collaborative, accountable, and high‑performing team.
  • Develop and implement operational policies, procedures, and quality assurance processes to support excellence and compliance.
  • Identify operational risks (daily and ongoing) and implement mitigation strategies to maintain program continuity.
  • Ensure effective stewardship of operational resources.
  • Provide leadership and support for special projects, committee activities, and organizational initiatives as assigned.
  • Ensure compliance with organizational policies, funding agreements, privacy legislation, and applicable regulatory standards.
Assessment Program Administration
  • Ensure assessment processes are delivered with integrity, transparency, and consistency.
  • Manage the recruitment, selection, onboarding, orientation, and offboarding of assessors, medical consultants, committee members, and candidates.
  • Lead weekly assessment file review processes through active participation in candidate and medical consultant review meetings and collaboration with clinical staff to implement decisions that uphold patient safety.
  • Manage relationships with partner organizations by ensuring effective communication, the distribution of accurate program information, and the smooth transition and handoff of PACE graduates to appropriate partners.
Strategic Planning & Program Development
  • Contribute to long‑term program strategies aligned with organizational priorities and industry standards.
  • Monitor emerging trends, best practices, and innovations in assessment – integrating evidence‑informed approaches into program design and delivery.
  • Recommend program enhancements, expansion opportunities, and policy changes based on outcomes and user feedback.
Stakeholder Engagement & Partnership Development
  • Build and maintain collaborative relationships with regulatory authorities, health authorities, and other key partners.
  • Participate in the Medical Council of Canada Practice Ready Assessment Working Group.
  • Organize and facilitate partner, committee, and departmental meetings, including agendas, documentation, and action item tracking.
Program Evaluation, Reporting & Quality Improvement
  • Establish and maintain systems for program monitoring, performance measurement, evaluation, and continuous quality improvement.
  • Analyze program data and outcomes to assess effectiveness, identify trends, and support evidence‑based decisions.
  • Track and report on program performance indicators, risks, achievements, and emerging issues.
  • Prepare reports, recommendations, briefing materials, and presentations for senior leadership, committees, and partners.
Consultant & Committee Supports
  • Support consultants and committee meetings with on‑demand assessment program data and information to guide file reviews and inform decision‑making.
  • Support governance processes by preparing reports, maintaining documentation, and ensuring timely communication and decision implementation.
  • Collaborate with the CEO, Director of Assessment, and Program Coordinator to draft referral, withdrawal, deferral, and recommendation letters; support the preparation of physician files and briefing committee notes.
  • Attend committee meetings and assist with defensible decision letters.

Education
  • Undergraduate degree in Administration, Education, Health Science, Social Sciences, or a related field (or equivalent combination of education and experience).
Professional Experience & Knowledge
  • Minimum 5 years in program management or administration within a university, government, education, or community health setting.
  • Demonstrated experience managing complex programs, projects, or healthcare‑related initiatives themed in assessment, program evaluation, testing administration, or quality assurance.
  • Experience supervising professional staff and coordinating the work of committees, contractors, and external partners.
  • Demonstrated experience providing difficult feedback clearly, respectfully, and compassionately.
  • Experience with Risr/Advance, Power BI, iTacit, and/or Kira Talent is an asset.
  • Knowledge of assessment methodologies, healthcare workforce initiatives, physician integration programs, or regulatory environments is considered an asset.
  • Understanding of confidentiality, privacy, and records management requirements.
  • Ability to work effectively in a dynamic, evolving, fast‑paced environment, demonstrating adaptability and prioritization while contributing to defensible decision‑making.
  • Excellent organizational and time management skills, with the ability to manage multiple priorities.
  • Excellent interest holder engagement, facilitation, and relationship management skills.
  • Strong analytical, resource management, and reporting capabilities.
  • Exceptional organizational, communication, and problem‑solving skills.

The Package

Salary: $87,150 – $119,832

Position Type: Permanent, Full‑time

Location: Hybrid, Bedford office

Travel: Travel inside HRM to different clinical locations.

Schedule: Monday to Friday, 8:00 am to 4:00 pm, 35 hours per week
