Job summary

City of Toronto is seeking an Evaluator, Programs within Parks, Forestry & Recreation to design, plan and lead evaluations and applied research across recreation and public spaces. You will collaborate with data analytics and policy colleagues to improve quality of life outcomes for Toronto residents.

The role emphasizes mixed methods research, measurement frameworks and stakeholder engagement, reporting to the Manager of Research and Analytics.

Qualifications

• Master's degree in program evaluation, epidemiology, anthropology, social sciences, ecology or public health or equivalent.
• Considerable experience in conducting and supporting program evaluations and/or public health, ecosystems, or social science research in a public service context.
• Experience with quantitative and qualitative evaluation/research methods.
• Experience with sampling design and statistical analysis.
• Experience with computer systems, database management, and statistical packages used for data analysis in evaluation.

Responsibilities

• Collaborates with divisional units in planning and evaluating programs.
• Develops plans for evaluation strategy and data development agenda.
• Researches, reviews and implements policy and programs for evaluation.
• Designs causal and/or logic models to frame measurement frameworks.
• Designs, plans, and implements high-quality applied research and baseline studies.
• Analyzes needs and develops assessment tools.
• Coordinates with divisional managers and technical experts to streamline data collection.
• Provides technical support for data collection methods across qualitative and quantitative evaluations.
• Designs and tests evaluation strategies and tools; collects data from patrons and participants.
• Coordinates cross-functional groups to support data quality assurance and governance.
