Qualifications

Uquutaq Society is growing. With the upcoming opening of the Ullivik Low Barrier Services Expansion and the continued development of supportive and affordable housing initiatives, we are seeking an experienced and compassionate leader to help shape the future of our programs and services.
This is more than an operations role. The Program Director will play a key leadership role in designing, implementing, evaluating, and improving programs that help people move from crisis toward stability and housing. You'll work alongside a dedicated team and community partners to develop services that are responsive, practical, and grounded in the realities of life in Nunavut.

The Program Director provides strategic and operational leadership for Uquutaq's programs and services. The position is responsible for program design, implementation, evaluation, and continuous improvement while ensuring high-quality, client-centred service delivery.
Working closely with supervisors, staff, community partners, and leadership, the Program Director helps ensure Uquutaq's programs remain responsive to the evolving needs of individuals experiencing homelessness and housing insecurity in Iqaluit.
Accountability for outcomes is central to this role. The Program Director will be expected to monitor program performance, evaluate effectiveness, and drive continuous improvement across all services.
- Lead the development, implementation and evaluation of programs and services.
- Oversee assigned programs and ensure clients receive appropriate services in a safe, respectful and effective manner.
- Develop and strengthen relationships with community organizations, service providers, partners and other stakeholders to improve outcomes for clients.
- Ensure program and contractual requirements are met, including preparing reports for funders and internal parties.
- Develop operational plans and evaluate their effectiveness.
- Recommend and implement program changes and interventions to support the achievement of goals.
- Regularly review program policies, procedures and operations to ensure they remain relevant, effective and compliant.
- Prepare program budget forecasts and monitor spending to ensure expenditures remain within approved levels.
- Identify potential funding opportunities for existing programs, program expansion and related services.
- Complete and submit funding applications with support from the Finance team.
- Ensure all required funder reports are accurate and submitted on time.
- Provide leadership and oversight to program supervisors and, where applicable, frontline staff.
- Support supervisors with recruitment and selection, orientation, training, scheduling and performance evaluation.
- Coach and mentor program staff and support their ongoing learning and professional development.
- Address performance and workplace issues in a timely, fair and constructive manner.
- Ensure program staff complete all required internal and external training.
- Foster a work environment that reflects high ethical and service standards, professional competence, respect for clients and strong team engagement.
- Safeguard confidential employee, client and organizational information.
- Actively participate as a member of the Society’s management team and contribute to cross-departmental initiatives.
- Follow and promote all applicable health and safety standards, regulations, policies and procedures.
- Perform other duties as assigned.
- Demonstrated ability to develop, implement and continuously improve effective program policies and procedures that support consistent service delivery, manage risk and meet organizational, funding and regulatory requirements.
- Bachelor’s degree in Social Work, Psychology, Social Services, Community Services or a related field; or a diploma or certificate in a related human services field.
- At least five years of leadership experience, including direct supervision of employees.
- At least five years of experience in the non-profit or community services sector, including experience with housing or homelessness services and day-to-day program operations.
- Strong understanding of the housing and homelessness challenges affecting Northern communities.
- Experience preparing program plans, operational reports, funding applications and funder reports.
- Understanding of the history and ongoing impacts of colonization on Inuit in Inuit Nunangat.
- Demonstrated ability to build respectful, trusting relationships and work effectively with Inuit and other Indigenous individuals, families, communities and partner organizations, as well as people from diverse backgrounds.
- Knowledge of concurrent mental health and substance-use concerns, treatment and community resources, including recovery-oriented approaches.
- Strong interpersonal, communication and team-leadership skills.
- Demonstrated ability to build effective working relationships and influence positive outcomes.
- Ability to think critically, analyze complex situations and develop practical solutions.
- Demonstrated ability to produce high-quality work on time and within budget.
- Commitment to supporting individual development and a healthy, supportive community.
- Valid driver’s licence and a clean driver’s abstract.
- Proficiency with Microsoft Office, including Word, Excel, Outlook and PowerPoint, and program databases, ex. HIFIS
- Experience developing and monitoring program budgets.
- Ability to maintain accurate, confidential program and employee records.
- Ability to speak and write Inuktitut.
- Experience working in Nunavut or another Northern or remote community.
- Established knowledge of community resources and service providers in Iqaluit.
- Experience preparing funding proposals and reports for government or other funders.
- Starting salary of $120,000 commensurate with experience.
- Northern Allowance of $16,008.
- Health insurance and pension through the Northern Employees Benefits Services (NEBS).
