Responsibilities

• Provide strategic advice on hospital digital health advancements to support CIHI’s transformation initiative.
• Inform evaluation frameworks and adoption guidelines for AI/CAC tools and hospital information systems.
• Stay current with industry trends in digital health and innovation to inform strategic guidance.
• Drive stakeholder engagement across jurisdictions, clinicians, vendors, and researchers; lead consultations and advisory groups.
• Advance data standards and interoperability through content/EMR standards activities and vendor engagement.
• Draft proposals and briefing notes aligned with research and industry best practices.
• Manage project and product lifecycles: plans, milestones, risks, and cross-functional coordination.
• Contribute to business planning, evaluation activities, and reporting on product impact.
• Apply responsible data governance and Indigenous data sovereignty considerations.
• Provide leadership to junior staff and contribute to team learning.

Job description

The Program Consultant provides advanced healthcare knowledge and technological expertise to inform CIHI’s workstream on accelerating the use of AI/ Computer-Assisted Clinical Coding (CAC) as part of the Hospital Data Transformation initiative. This role ensures recommendations and decisions related to CAC are informed by the latest industry standards, best practices, and emerging trends. The Program Consultant facilitates trust and confidence among all partners and stakeholder by anticipating challenges, identifying innovative opportunities, and delivering tailored guidance that supports organizational goals and stakeholder needs.

**This opportunity is open to candidates across Canada. Employees located within 75 km of our Ottawa or Toronto offices will work in a hybrid model, while those residing more than 75 km from either office may work remotely.**

What you'll do

1. Provide strategic advice and expertise on hospital digital health advancements to support the creation of products and services that are part of CIHI’s hospital data transformation initiative.

2. Bring knowledge of and experience with AI/ Computer Assisted Coding tools and Hospital Information Systems to inform the development evaluation frameworks and adoption guidelines while addressing potential challenges and mitigation strategies.

3. Stay current with industry trends and best practices in digital health advancements and innovation to inform strategic advice

4. Drive stakeholder engagement and client support: liaise with jurisdictions, data providers, clinicians, academics, vendors and other stakeholders; lead consultations, working groups and advisory committees and promote adoption of products/services.

5. Advance data standards and interoperability: lead or contribute to content/EMR/standards activities, vendor engagement, pilots and implementation planning.

6. Draft proposals and briefing notes and make recommendations aligned with leading research and industry best practices.

7. Manage project and product lifecycles: prepare project plans, set milestones, track resources, identify and mitigate risks, coordinate cross functional teams and external partners, and report progress to stakeholders.

8. Contribute to business planning and evaluation activities: operational planning, corporate reporting and assessing product impact.

9. Apply and champion responsible data governance and privacy practices, including respect for Indigenous data sovereignty and culturally safe engagement when relevant.

10. Provide leadership and guidance to junior staff, and contribute to team learning and methodological development.

11. Represent CIHI externally: present at conferences, participate on committees and working groups, and support promotion of CIHI products and services.

What you'll bring to the table

• Undergraduate degree in Health Information Management or a relevant field with a current CHIM certification.
• Minimum 5 years relevant experience in health information standards and the application of classification and terminology standards.
• Thorough knowledge and experience in the development and implementation of electronic health records and assisted coding tools.
• Thorough knowledge and experience working with external stakeholders such as provincial ministries of health, health authorities and service delivery organizations in understanding and responding to their needs.
• Experience managing projects and coordinating work in a matrix environment.
• Experience working with large administrative or survey datasets is considered an asset, including knowledge of the strengths/limitations of common data holdings.
• Strong problem-solving skills and proven record of success in hospital digital health implementations, transformational change management, and team coordination.
• Strong written and verbal communication skills, including relationship building and collaboration with stakeholders.
• Demonstrated ability to manage multiple priorities and deliver high-quality work within timelines.
• Ability to work independently and collaboratively in cross-functional and multidisciplinary teams.
• Demonstrated commitment to continuous learning and innovation.
