Job summary

City of Greater Sudbury is seeking a data and research specialist to support the Children and Social Services division. You will conduct research, analyze data, and prepare dashboards and reports for policy development and strategic planning.

Under supervision, you will develop proposals, summaries, and communications tools for division staff and community partners, and maintain knowledge of health and safety policies. Bilingual skills are an asset.

Qualifications

  • University degree in a related discipline from a recognized university.
  • 2½ to 5 years of related experience.
  • Knowledge of statistical analysis and data applications.
  • Excellent written and verbal English; French is a plus.

  • Plan and conduct research and evaluation to supply current information to division staff for the purpose of formulating program policy directions.
  • Collect and analyse data to support continuous improvement.
  • Devise methods and procedures for collecting and processing data, utilizing available sources of data.
  • Compile, review and analyse local data and research to support division staff.
  • Prepare proposals for funding initiatives and grant applications.
  • Develop and provide written material, comprehensive reports, dashboards, visual presentations and other documentation to inform Division staff and community partners.
  • Develop and maintain a thorough working knowledge of the City’s Health and Safety policies and the applicable provincial legislation listed therein.

Range of Pay: Group 13 - $37.89 to $46.37 per hour (subject to review*)

Main Function:

Under the general supervision of the Manager of Strategy, Innovation and Performance this position is responsible to serve as primary resource to division staff on research, data and analysis.

Objectives

  • Provide accurate and timely research, data analysis, and reporting to support evidence informed decision-making, strategic and operational planning and policy development within the division.
  • Support continuous improvement and strategic initiatives by developing data collection methods, analyzing trends, and delivering clear reports, proposals, and communication tools for Division staff and community partners.

Duties

  • Support the development and maintenance of web content for the Division.
  • Develop and maintain a thorough working knowledge of the City’s Health and Safety policies and the applicable provincial legislation listed therein.
  • Perform other related duties as required.

Qualifications

Education and Training:

  • University degree in a related discipline (e.g. Social Science, Business Administration, Economics, Community Development) from a recognized university with Canadian accreditation.

Experience:

  • Over two and one-half (2½) years up to and including five (5) years of related experience.

Other Requirements:

  • Knowledge of statistical analysis, terminology, methods, procedures and applications.
  • Knowledge of social and economic problems impacting upon employment and industrial data.
  • Knowledge of non-profit and community agencies in CGS.
  • Demonstrate organizational and project management skills.
  • Ability to demonstrate interpersonal and communication skills in dealing with the public in a courteous and effective manner.
  • Ability to work with computer software and administrative systems in a Windows environment (e.g., file maintenance, word processing, spreadsheet applications, information input and retrieval, etc.).
  • Excellent use of English; verbally and in writing.
  • French verbal skills highly desirable; written skills an asset.
  • Must be physically capable of operating a vehicle safely, possess a valid Class G driver’s license, and have an acceptable driving record.

This job is also being posted as a development opportunity. Should there be no fully qualified candidate for this position, a candidate who can be expected to meet the required qualifications within a reasonable period of time may be considered for this position as a development opportunity.

Development opportunity range of pay: $35.12 to $44.31 per hour (subject to review*). The successful candidate will be paid at the reduced range until the minimum qualifications have been met.

*Subject to review: The group level and salary range are preliminary and will be confirmed following completion of the formal job evaluation review, in accordance with the City’s salary administration procedures.
