We operate national and provincial lotteries in partnership with 3500 retail partners, provide the games, technology & oversight to 37 brick & mortar casinos, and operate a safe secure and 100% legal online gambling presence PlayNow.com. In our recently completed fiscal year, BCLC generated a record $1.5 billion in net income to the Province of B.C. to support First Nations, host local governments, health care, education and community programs across the province.
JOB SUMMARY
The Product Manager 2 delivers products that create expected and definable value for customers, and operate within the planned operating cost, capacity, and support models. This role is responsible for one or more products (group, category, portfolio) that may include but are not limited to software. Focused on solving the most valuable market problems, they are the voice of the user, translating business and user needs into product requirements. The Product Manager is responsible for defining and leading the vision and execution of the product. They are the business expert and decision maker on delivering experiences and products through a technical and customer lens.
As needed, they may play a leadership role for vendors or internal product teams, communicating the mission, vision, and customer requirements and, in some scenarios leading one or more teams working in the Product Owner persona.
KEY ACCOUNTABILITIES
- Creates, owns, and shares the product vision, and roadmap. Leading the product through its lifecycle based on customer needs, market problems to solve and business objectives they articulate what success looks like for a product.
- Presents and shares a product vision to stakeholders across the organization and builds key cross-functional working relationships to deliver long-term success of the solution. Rallies people and resources to turn that vision into a reality.
- Collects, tracks, prioritizes lifecycle and product improvements. Understands where the product sits in its lifecycle and decides when it is appropriate for sunsetting. Determines timing for sunsetting, transitioning the product to end-of-life, replacing, or discontinuing.
- Aligns their products and delivery to the corporate strategy; including identifying product outcome gaps their product is best suited to fill.
Identifies risks, opportunities and works with stakeholders and leadership as needed to develop and implement risk mitigation strategies. - Leads and manages the vendor relationship where there is a vendor for the product.
- Builds cross functional relationships enterprise-wide and with key vendors, defining key user journeys, product Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) to maximize business performance while minimizing internal operating costs.
- Prepares key deliverables such as design documents, development inventory, test documentation, and product development strategies.
- Collects and prioritizes the market/customer/user problems to be solved and determines how their products can solve or be iterated on to solve the most important few.
- Uses defined criteria set to decide feasible, viable, and desirable features in roadmap creation and prioritization of other work.
- Makes decisions on product features and timing to release to customer.
- Manages the budget, where applicable, associated with the work of the product team, including forecasting and reporting. Develops and presents business cases for project funding, as needed.
- Engages with stakeholders, soliciting and incorporating their input, effectively managing their expectations and contributions throughout the product lifecycle. Maintains open lines of communication to understand and align with stakeholder needs and priorities. Ensures their perspectives are acknowledged in product decisions and strategies.
- Acts as a key decision maker for identifying collaboration requirements with other departments and key stakeholders. Collaborates with stakeholder groups across the organization to understand the business strategy and determine priorities. Reports to stakeholders, including the executive sponsor (VP), Directors or other product teams on the progress and status of product team deliverables. Evaluates the outputs on behalf of stakeholders, including user acceptance of final product.
- Provides strong people leadership by championing BCLC's vision, mission, and Values in Action; practicing meaningful recognition; communicating with staff regularly; developing, coaching, and mentoring; conducting performance management, and supporting culture and change management initiatives.
QUALIFICATIONS
A combination of education, experience, and demonstrated skills may be considered.
EDUCATION & EXPERIENCE
- A Bachelor’s degree in Business Administration, Information Technology Management, or a related discipline;
5 to 7 years of relevant experience, including at least 3 years’ experience in a leadership role, which may include people leadership or coaching/mentoring experience; - Experience managing vendor and customer relationships;
- Advanced business and functional knowledge and expertise to set the direction for solution delivery aligned to business goals;
- Experience working in and leading cross-functional business and technology teams; people leadership experience.
KNOWLEDGE & TECHNICAL SKILLS
- Extensive knowledge and experience with the specific product; Enterprise Applications
- Expert in agile methodologies and tools;
- Advanced technical writing skills, and able to write reports and document procedures;
- Demonstrates proficient strategic thinking skills to create processes that improve every aspect of product development;
- Advanced demonstration of research skills to determine what consumers look for in a product. They also research their competitors and market trends to ensure the products they choose to offer are successful;
- Demonstrates ability to effectively identify potential risk factors and work to prevent these factors from coming to fruition during a product's development.
- Able to control risks that do arise while working on a product and make strategic decisions as to how to handle these risks;
- Expert user of Microsoft Office Suite: Word, Excel, Outlook, etc.

- Advanced critical thinking skills and able to conceptualize and think through the development of a product as well as make important decisions that will ultimately lead to the product's success;

Able to convey technical concepts to both technical and non-technical stakeholders, facilitating clear collaboration within cross-functional teams;
- Demonstrated ability to clearly communicate and ensure expectations are understood and that team members are clear about what they are responsible for;
- Demonstrated expertise at a management level in managing business relationships with internal and external stakeholders and in vendor and resource management;
- Demonstrated in-depth ability to work effectively and lead in ambiguous situations with a holistic approach to problem solving, demonstrating excellent time management and multi-tasking abilities;
- Excellent organizational and planning skills with a strong attention to detail; project management skills and meets tight timeframes and commitments and is accountable for results;
- Demonstrated ability to successfully lead, motivate and manage diverse groups
