Main Purpose and Function
The Product Manager plays a critical role in the modernization and delivery of municipal products and services that prioritize customer satisfaction, operational efficiency, and digital innovation. The role is responsible for developing the strategy and roadmap, including leading end-to-end development, delivery, and optimization of products, services, and capabilities that align with the City’s strategic objectives while addressing the evolving needs of the customer, employees, and the business.
The role operates in a fast-paced and multifaceted environment, ensuring the design and delivery of services and products that prioritize customer experience and align with the organization’s strategy and goals. By applying service design and reusable products principles, the Product Manager fosters cross-functional collaboration and supports data-driven decision-making. The position ensures the city’s services are impactful, accessible, and adaptable to evolving community needs. The Product Manager aligns strategic goals with customer needs and advocates for the advancement of modern, integrated digital products within the city's digital ecosystem.
Additionally, the Product Manager contributes valuable insights to departmental and enterprise-level planning, guiding changes to methods, procedures, and operations, impacting staffing, financial performance, and overall efficiency.
End-to-End Delivery
Specific Duties and Responsibilities
- Takes ownership of the ongoing development and success of a product throughout its lifecycle, including defining vision, strategy, and roadmap.
- Leads the product development lifecycle from ideation and discovery through implementation with minimum viable features, followed by iterations to retirement.
- Facilitates Agile methodologies, including sprint planning, backlog prioritization, and retrospectives to ensure efficient product delivery.
- Prioritizes features and enhancements based on business needs, user feedback, and technical feasibility.
- Defines clear requirements, user stories, and acceptance criteria.
- Coordinates with cross-functional teams, including user research, development, data, UX/UI design, and QA, to ensure seamless integration and execution.
- Identifies and mitigates risks to maintain timelines and quality outcomes.
- Ensures effective implementation of digital services that deliver value and align with business objectives.
Service Design Leadership
- Integrates service design practices into product development to enhance end-to-end experiences.
- Collaborates with design teams to map customer journeys, identify pain points, and develop digital products to improve service delivery.
- Ensures digital services meet accessibility, inclusivity, and sustainability standards.
- Uses research and insights to inform service design strategies aligned with municipal objectives and community needs.
- Works with Technology Services teams to create and maintain digital products supporting business services.
- Supports the development of a cohesive service design strategy aligned with the City’s digital transformation goals.
Stakeholder & User Engagement
- Serves as the primary contact for internal and external stakeholders, advocating for digital business services.
- Partners with Service Designers and UX Strategists to facilitate workshops, interviews, and co-creation sessions to gather insights.
- Acts as the Voice of the Customer, ensuring feedback is integrated into development.
- Maintains transparent prioritization processes for features and fixes.
- Develops and maintains product roadmaps aligned with organizational strategy and user needs.
- Collaborates across departments to ensure alignment of digital services with goals.
Data-Driven Decision Making
- Leverages data insights and emerging technologies to enhance service delivery.
- Stays updated on trends in data analytics, AI, and digital transformation.
- Defines and tracks KPIs to measure success and impact.
- Uses analytics tools to gather and analyze data for informed decisions.
- Ensures data collection practices align with business goals.
- Assesses and iterates products based on data insights for optimization.
Budgets, Costs, and Revenue
- Implements cost models for digital products ensuring sustainability.
- Sets financial targets and monitors performance.
- Advocates for funding and resource allocation.
- Identifies policy, process, and technology improvements to reduce costs and increase revenue.
- Monitors budgets and expenditures, providing regular reports.
- Recommends investments in technology or processes for financial benefits.
Service and Product Marketing
- Works with communication teams on product launch plans and campaigns.
- Develops branding standards for services.
- Creates strategies to market digital services and encourage adoption.
- Communicates features effectively to internal teams and users.
Compliance and Quality Assurance
- Ensures compliance with accessibility standards (e.g., WCAG), legal requirements, and policies.
- Oversees QA processes, including testing and issue resolution.
- Maintains documentation for transparency and accountability.
- Collaborates with legal and compliance teams to ensure adherence to laws.
General Duties
- Performs other duties as assigned.
Minimum Qualification Requirements
Education and Experience:
- Bachelor’s degree in business administration, computer science, design, or related field.
- At least 5 years of experience in product management, digital transformation, or service delivery, managing end-to-end digital products.
- Experience in public sector, municipal government, or similar large organization, with understanding of public service and governance.
- Experience managing teams using Agile methodologies, fostering cross-disciplinary collaboration.
- Successful track record in iterative product development, backlog management, and prioritization frameworks.
- Hands-on experience in service design or applying user-centered design principles.
- Preferred certifications: CSPO, SAFe, or similar; additional certifications in product management or service design are assets.
- Familiarity with ITIL principles or certifications is a plus.
Knowledge, Skills, and Abilities:
- Technical expertise in managing digital product lifecycle, frameworks, UX, analytics, and compliance standards.
- Strong leadership, communication, facilitation, and stakeholder engagement skills.
- Analytical thinking, strategic alignment, and ability to manage multiple priorities.
- Experience in implementing and monitoring compliance and quality assurance frameworks.
Note: The position is part of the City’s Flexible Work Program, allowing hybrid work arrangements where appropriate.
