Headquartered in Toronto, the Canada Infrastructure Bank (CIB) is responsible for investing in new infrastructure projects. The CIB’s mission is to work with provincial, territorial, municipal, federal, Indigenous and private sector investor partners to transform the way infrastructure is planned, financed and delivered in Canada.

The CIB is a federal Crown corporation, accountable to the Minister but operating independently and at arm’s length. The Manager, Policy and Reporting, owns the day-to-day relationship with federal counterparts to support this important relationship, advance CIB priorities, manage issues and develop plans and reports. This role is a strategy function working in close coordination with colleagues across the CIB in investments, finance, risk, communications and asset management. The individual in this role requires tact and judgment to manage a dynamic relationship, a solid understanding of public sector planning and reporting frameworks, the ability to lead in a matrix environment, strong project management skills, and the capacity to communicate effectively through writing, presentations and verbal briefings.

Your responsibilities include:

  • Leading strategic initiatives to advance CIB objectives and priorities
  • Representing the CIB in relationships and dialogue with the Department of Housing, Infrastructure and Communities Canada and other government departments
  • Responding to information requests, monitoring policy issues and facilitating dialogue and engagement to resolve challenges
  • Leading the development, project management and production of the CIB’s Corporate Plan, Annual Report and other key documents, in collaboration with communications, investment, finance, risk, strategy and asset management leads
  • Contributing to the development of the CIB’s climate reporting consistent with evolving requirements and standards
  • Providing strategic advice to CIB leadership linked to engagement with federal counterparts, planning and reporting
  • Developing strategic summaries, dashboards, infographics and reports; develop and present briefing notes and presentations
  • Facilitating and educating CIB colleagues on best practices in planning and reporting in the Crown corporation context, to ensure that the CIB meets its obligations
  • Contributing to a team dynamic and engaging work environment
  • Carrying out ad hoc projects and responsibilities related to a growing department and function

Your ideal profile:

  • 8+ years experience in public administration, public policy or a related field that is relevant to the CIB’s mandate
  • Demonstrated ability to advance corporate objectives and manage stakeholder relationships
  • Graduate level degree in public administration, public policy, or equivalent
  • Strong knowledge of infrastructure policy
  • Knowledge of government and Crown corporation decision-making and accountability frameworks
  • Exceptionally strong project management skills including an ability to collect and assess data and other source information, coordinate major projects and initiatives, synthesize and interpret complex information, identify and assess results and produce high quality plans and reports
  • Excellent collaboration, writing and presentation skills
  • An ability to proactively plan, prioritize and meet urgent and competing deadlines for multiple projects
  • Bilingualism (English and French) is an asset (training can be provided)
