Are you a detail-oriented and collaborative individual with a passion for urban planning and community development? The City of Edmonton is seeking a Planning Technician I to join our dedicated team within Infrastructure Operations, specifically supporting Parkland Management. In this role, you will play a crucial part in streamlining processes, improving communication, and managing agreements related to parkland. You'll have the opportunity to work independently within established guidelines, contributing to significant projects that enhance our city's green spaces and community well-being. As a Planning Technician I, a primary focus of your role will be on maintenance agreements for Parkland Management. You will be instrumental in improving the associated processes and enhancing both internal and external communications. This position addresses an increased volume of work and a current backlog of agreement requests, requiring a proactive and organized approach. You will liaise with various internal and external groups, manage documentation, and contribute to creating a centralized system for park and open space maintenance agreements. This role is vital for ensuring timely and accurate processing of requests and for maintaining strong relationships with stakeholders, including Homeowners Associations and community garden groups.

What will you do?

  • Review backlog and all new Parkland Management maintenance agreements, ensuring timely processing
  • Liaise with requesting groups/individuals, circulate agreements for feedback, arrange signatures, and document agreements in an organized filing structure and database
  • Work with Homeowners Associations (HOAs) on creating and executing maintenance agreements and provide information on the process
  • Review and identify improvements in the maintenance agreement process and templates
  • Develop new filing structures, databases, and tracking systems for maintenance agreements and other Parkland Management documentation, including creating a maintenance agreement library
  • Respond to citizen, internal, and external inquiries about maintenance agreements
  • Draft responses to Councillor inquiries related to maintenance agreements
  • Create and update website and 311 content for Parkland Management, including 311 scripts for parkland and vending on parkland
  • Ensure accurate content and consistent messaging across various parkland requests and link existing parks pages to provide a "one City" approach
  • Work with Development Services to understand the distinction between Municipal Servicing Agreements and operational Maintenance Agreements
  • Work with the Park and Facility Development team and other departments requiring maintenance agreements
Qualifications

Qualifications :

  • Two-year technical diploma in planning, architecture, or landscaping from a recognized institution (post-secondary technical school or community college), with a preference for planning or architecture
  • 2 years of previous employment in the planning and architectural technical field is desirable

Assets:

  • Experience with POSSE, Gmail, and Google Apps software applications
  • Demonstrated ability to interpret regulations and ensure compliance with City policies and procedures
  • Experience in coordinating enforcement activities with bylaw enforcement

Skills required for success:

  • Working knowledge of Parkland Bylaw, Edmonton Zoning Bylaw, statutory regulations, and policies and guidelines related to parkland management
  • Knowledge of planning and permitting terminology, practices, procedures, and standards, preferably at the City of Edmonton
  • Demonstrated ability to read and interpret applications and associated supporting plans and certificates, including site plans, Real Property Reports, and inspection certifications
  • Good communication skills, both verbal and written, with clarity and accuracy, representing the City of Edmonton professionally
  • Ability to organize, plan, and manage work independently in a fast-paced environment with multiple and changing priorities
  • Ability to effectively deal with the development industry and the public, utilizing strong interpersonal and conflict resolution skills
  • Ability to negotiate alternative courses of action and enforce regulations with consistency, impartiality, and good judgment
  • Ability to establish and maintain effective working relationships with all stakeholders and partners, using diplomacy
  • Strong conflict resolution skills and the ability to use sound judgment and discretion in consultation with internal stakeholders
  • Ability to respond to high volumes and numerous types of applications, proposals, and inquiries in a timely and effective manner

Work Environment:

  • The work environment is primarily sedentary, involving typical office settings. The position requires strong conflict resolution skills and the ability to use sound judgment and diplomacy in dealing with all stakeholders
  • It is a very fast-paced environment that requires effective organization, prioritization, and re-prioritization based on impact on public safety and quality of life for citizens and stakeholders
  • You will interpret and determine when applications conform to applicable bylaws, guidelines, regulations, policies, and procedures. You will also deal with various internal and external stakeholders

Hours of Work: 40 hours per week. Monday-Friday.
Salary Range : $37.001 - $46.508 (Hourly)
