Responsibilities

PRIMARY PURPOSE In pursuit of making the region a better place to live for everyone, built on transportation excellence, provides support services for project management for planning projects within the TransLink Planning and Policy Division.

Key Accountabilities
  • Provides support services for project management on planning projects, including contributing on work direction, facilitating and tracking document flow and project plans, monitoring the achievement of milestones /deliverables, ensuring service and quality standards, budgets and project deliverables are in compliance with the division and project goals and objectives.
  • Contributes to the development of project and program budgets and expenditures, including tracking the redistributing and correcting budgets based on expenditure history and anticipated needs; reviewing and communicating to Finance for errors; participating in the development of various capital processes. Reviews monthly variance report and contributes to justification statements and reports on budget and variances as requested. Participates in the annual project and/or divisional fiscal year end processes as requested.
  • Develops, maintains and updates project reporting systems, including dashboards, metrics, measurements to support and monitor the design and delivery of the projects. Develops regular and ad hoc reports for management and stakeholders on the project status. Develops new methods and techniques to analyze the project progress and performance data according to the defined standards and measurements. Highlights critical issues for management and project managers according to the analysis of data.
  • Develops, monitors and updates the master schedule to support the project delivery, tracking key project milestones, deliverables, risks/issues and adjusting project plans, and schedules. Collaborates with delivery managers, project managers, and business managers to support schedule and plan updates. Shares updated schedules and resource plans with stakeholders. Prepares reports and delivers presentations to internal staff audiences.
  • Develops working relationships with other TransLink divisions and departments to facilitate and resolve issues on procurement, payment, fiscal planning and hiring processes for the projects and division. Develops and manages relationships with external stakeholders (e.g., municipal/provincial working teams, interest groups, advisory committees) to collect information/feedback, understand needs, keep them informed and resolve issues of low to moderate impact, risk, and complexity.
  • Provides guidance and training on the policies, procedures, standards, techniques, guidelines and best practices on project management, project scheduling, resource planning and project reporting to other members of the project team. Oversees the work of contractors and monitors contract compliance.
  • Identifies opportunities to integrate understanding of the lived experience and transportation needs of people and businesses in Metro Vancouver, and especially of disadvantaged and marginalized groups in plans/projects.
Qualifications

EDUCATION AND EXPERIENCE
Typically requires completion of a bachelor’s degree in Business or related discipline, including coursework in Project Management, plus 4 years of project‑based industry experience.

Other Requirements
  • Solid knowledge of the principles, theories, concepts and practices of project management and project reporting.
  • Strong analytical thinking and problem‑solving skills, to resolve issues of lower to moderate impact, risk, and complexity.
  • Strong verbal and written communication skills.
  • Solid time management skills to balance and coordinate effort across multiple, concurrent activities and manage priorities to meet tight deadlines.
  • Strong interpersonal skills to build and maintain relationships with multiple internal and external stakeholders.
  • Solid technical skills in Microsoft Office software including Excel, PowerPoint, Project and other project management tools.
  • Some advanced project management training is an asset.
  • Working knowledge of transportation planning and practices is an asset.
  • Sound knowledge of plans, products, roles and responsibilities of government agencies is an asset.
Other Information

This position is in the Network and Land Use Planning department. This team conducts long range transportation network and regional growth management/land use planning, major corridor and infrastructure studies, with a primary focus on shaping and advancing major transportation investments from concepts through business cases for complex and high‑risk planning initiatives. As necessary, this position may also provide support to staff with gathering background documents, summarizing reports and contributing to presentation materials. Work Designation

Hybrid. This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

The salary for this position ranges from $77,520 - $116,280 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
