Location

This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall located at 426 Brant Street, Burlington, ON. Work location is subject to change at the discretion of the City due to operational demands.

Position Overview

Reporting to the Supervisor, Community Initiatives, this position is responsible for undertaking planning work to provide an advanced level of planning knowledge and expertise assisting with formulating long-range plans, policies and strategic initiatives in alignment with Provincial and Regional policies and plans. Undertakes stakeholder and community engagement on planning policy projects and provide recommendations to Council and senior management. In addition, this position is responsible for authoring reports and recommendations to Council on matters relating to the City’s land use policy, development applications, Official Plan amendments, Community Planning Permit, rezoning and subdivision applications.

Responsibilities

The Planner, Community Initiatives will be responsible to:

  • Function as a member of the Policy and Community Team to provide strategic planning advice related to policy directions and planning studies completed in support of development proposals and applications.
  • Undertake, coordinate or review studies, research projects and data analysis relating to land use, environmental assessments, delegated approvals, secondary plans, feasibility and market studies, demographics and other statistical analysis related to land use policy issues, including agency circulation, public consultation and monitoring of status.
  • Ensure compliance of recommendations, decisions and actions within the framework of Provincial planning legislation, Regional and City Official Plans, regulatory approvals and other relevant documents.
  • Provide assistance and advice to other planners on policy proposals and development applications, including proposals for Official Plan and Zoning amendments, Community Planning Permit applications, plans of subdivision, condominium, minor variance, consents and site plan.
  • Prepare staff reports and public presentations through Council workshops, Committee of the Whole, Council, and advisory committees. Meet with Councillors as required.
  • Prepare study terms of reference and manage technical consultants related to matters such as land use, urban design, green infrastructure, land market and economics, transit/transportation, demographics, natural heritage, and servicing.
  • Monitor, review and comment on policies and initiatives from other levels of government and agencies including existing and emerging Provincial, Regional and other planning initiatives. Provide recommendations to Council and senior management.
  • Appear before the Ontario Land Tribunal and other tribunals to give expert evidence on the City's behalf as it relates to planning matters.
  • Participate on Division and Corporate project teams.
  • Assist in implementing the City's Strategic Plan.

Requirements

University Degree in Urban Planning, Geography or related field. Membership in the Canadian Institute of Planners (CIP) and/or Ontario Professional Planners Institute (OPPI) is an asset. Two (2) to four (4) years relevant professional planning work experience at the municipal level, and at least one (1) year of policy planning experience is required. A strong working knowledge of computer applications, spreadsheets and databases. This position may require occasional travel between sites and/or City facilities.
