If so, the City of Ontario's Building Department offers a great opportunity to join our team as a Permit Services Supervisor ! Under general direction, the Permit Services Supervisor will take on the responsibility of planning, organizing and supervising the activities, operations and staff of the Building Department’s Permit Services Division. Providing administrative and professional leadership and direction, the Permit Services Supervisor will also train, evaluate and provide direction to staff and manage the resolution of complex and / or escalated customer complaints and inquiries regarding permit procedures and policies. The role will also manage the coordination of multi-department permit, plan check and inspection processes through the City’s Land Management System.

The Ideal Candidate

The ideal candidate will have shown success in demonstrating the following competencies :

  • Building Technical Knowledge & Skill - Knowledge of applicable federal, state, and local laws, codes, and regulations governing permit issuance; municipal planning, zoning codes; building codes; basic concepts in construction methods and materials; basic principles of structural design; and methods and techniques used in commercial, industrial, and residential permit and plan check practices, procedures, and operations.
  • Leadership - The ability to supervise, train, coordinate and evaluate the work of staff, while providing leadership and direction.
  • Responsibility - Establish quality standards of performance for self and others; identify and recommend improvement in work methods and procedures to improve operations effectiveness and efficiencies in a fast-paced environment.
  • Customer Focus - Professionally provide excellent customer service and effectively interact and communicate, both orally and in writing, with both internal and external customers; ability to facilitate conflict resolution; and establish, maintain, and foster positive, harmonious, and effective working relationships within the department, City departments, officials, partners, other City agencies, and the public.

Essential Functions

The essential functions typically performed by the Permit Services Supervisor include the following :

  • Plans, supervises, directs the work of staff including work assignment, employee selection, performance evaluations, employee development and disciplinary action.
  • Performs daily supervision of staff in daily operations, including guidance on responding to and resolving difficult complaints and complex inquiries from internal and external customers regarding permit procedures and policies.
  • Supervises, directs, and assists staff in the administration and interpretation of permit procedures and policies.
  • Participates in the development and implementation of departmental goals, objectives, policies, procedures, and priorities.
  • Performs both routine and specialized administrative duties related to departmental operations including data research, report writing, coordination of meetings and events, and budget tracking.
  • Liaison to Information Technology Agency for all matters related to the Land Management System (LMS), coordinate staff training for systems functions.
  • Provides instruction and technical assistance in the examination of construction plans, code interpretations and departmental policies and objectives.
  • Implements, monitors and evaluates the efficiency and effectiveness of permit procedures, operations and service delivery methods, including various computer-based programs.
  • Tracks the workload and progress of permit services; monitors status of plans submitted, processing timeframes and completion dates; prepares, reviews, and distributes reports and updates management.
  • Confers with architects, engineers, contractors and the public to resolve plan check and permit inquiries and discrepancies.
  • Oversees coordination of permit activities with departmental staff, other City departments and outside agencies.
  • Provides routine information relating to issuance of building, plumbing, electrical, and mechanical permits.
  • Reviews minor construction plans such as patio covers, swimming pools, and other small improvement projects.
  • Checks engineering computations and specific materials for accuracy and conformance with application regulations.
  • Performs other related duties as assigned.

Education

Bachelor's degree or equivalent from an accredited college or university in Structural or Civil Engineering, Architecture, Public Administration, Business Administration or a related field.

Proof of successful completion of a bachelor’s degree must be provided by way of attachment to your online application or as an email attachment sent to the Hiring Agency Representative at, or before, time of the reference check process. Experience

Four (4) years of experience in the performance of work comparable to a Permit Technician for a public agency related to the area of assignment (i.e., Building, Fire, Engineering, or Planning). Experience must include one (1) year of supervisory or lead experience.

Licenses

Valid Class C California driver’s license at time of appointment.

Certification

Designation as a certified Permit Technician by the International Code Council (ICC) within one (1) year of employment.

Special Requirements

Ability to work various schedules including day, evening, night, weekend, and holiday shifts.

More than one (1) year of experience as a supervisor or lead related to the area of assignment (i.e., Building, Fire, Engineering, or Planning) for a public agency. International Code Council (ICC) Permit Technician, Building Inspector and or Plans Examiner certification. Advanced experience using a Land Management System, such as Accela, Tidemark, or Centralsquare.
