Advanced Cyclotron Systems Inc. (ACSI) is a world leader in the design and manufacturing of cyclotron equipment used for the production of radioisotopes and radiocompounds for nuclear medicine. Our global customer base includes hospitals, universities, research facilities and commercial distributors of medical isotopes.

POSITION SUMMARY:

The People & Culture Generalist is a standalone HR role supporting all HR functions across Ebco and ACSI. This is a broad, compliance-heavy portfolio covering labour relations, collective agreement management, health and safety, WorkSafeBC, investigations, benefits, policy, and HR operations — alongside active participation in recruiting during periods of elevated hiring volume. The right candidate brings both the technical depth to handle a unionized environment and the versatility to operate across two distinct organisations.

RESPONSIBILITIES:
Recruitment & Talent Acquisition
  • Manage full-cycle recruitment for an assigned portfolio of roles across Ebco and ACSI — posting, sourcing, screening, interviewing, reference checks, offer coordination, and onboarding.
  • Conduct active sourcing through LinkedIn, job boards (Including Manufacturing Job Site and Indeed), employee referrals, and direct outreach to identify qualified candidates.
  • Write compelling, market-focused job postings; maintain postings across all active channels and ensure accuracy and currency.
  • Conduct prescreening calls, coordinate and participate in interviews, administer assessments as required by hiring managers, and manage candidate communications throughout the process.
  • Coordinate and track the background check and reference process; prepare offer letters and employment documentation.
  • Maintain candidate data, track pipeline status, and contribute to recruiting metrics (time-to-fill, source effectiveness, offer acceptance rates).
  • Maintain constant communication with hiring managers to understand current and upcoming hiring priorities and adjust sourcing strategy accordingly.
  • Manage the new hire onboarding process — coordinate activities prior to the first day, ensure documentation is complete, and deliver or coordinate new hire orientation.
Labour Relations & Compliance
  • Act as the primary liaison between the company and union representatives; manage grievances, ensure collective agreement compliance, and maintain constructive union relations.
  • Interpret and apply the collective agreement to daily HR and operational decisions; advise managers on collective agreement obligations and boundaries.
  • Support preparation for collective bargaining; maintain records and documentation required for labour relations.
  • Conduct workplace investigations — harassment, discrimination, and conduct matters — with structured, documented, legally defensible process.
  • Administer ESA obligations including terminations, notice periods, pay in lieu calculations, and Records of Employment.
Health, Safety & Training
  • Co-chair the Joint Health and Safety Committees (JHSC) for both Ebco and ACSI — a legislated obligation. Conduct monthly inspections, facilitate meetings, follow up on corrective actions, and complete annual program reviews.
  • Coordinate mandatory training and maintain audit-ready certification records: forklift, aerial work platform, fall protection, welding respiratory fit tests, audiometric testing, vision testing, first aid certification, WHMIS, and new worker orientation.
  • Manage WorkSafeBC obligations including Form 7 filings, incident investigations, claims management, and return-to-work programs.
HR Operations
  • Administer employee benefit plans for Ebco and ACSI — enrollment, mid-year changes, annual renewal, employee queries, and coordination with benefit carriers and brokers.
  • Maintain HRIS data integrity, employee records, and reporting across both legal entities.
  • Manage LMIA and immigration support processes in coordination with external representatives.
  • Support employee relations matters including performance management, PIPs, accommodation requests, disability management, and manager coaching.
  • Conduct compensation benchmarking and contribute to annual salary review processes.
  • Administer vendor relationships including benefits broker, background check providers, and coveralls/PPE supplier.
  • Administer the Social Committee including event planning, budget management, and employee communication.
Policy
  • Lead the current full refresh of all HR, health and safety, and workplace policies — drafting, coordinating legal review, rollout, and employee communication.
  • Maintain ongoing policy management; update policies in response to legislative changes or operational requirements.
QUALIFICATIONS:
Education & Experience:
  • Post-secondary education in Human Resources, Business Management, or a related field.
  • 3+ years of progressive HR experience with demonstrated competence across recruitment, labour relations, health and safety, and HR operations.
  • Experience in a unionized manufacturing or industrial environment is required.
  • Experience managing workplace investigations, JHSC obligations, and WorkSafeBC claims is required.
Knowledge, Skills and Abilities:
  • Strong working knowledge of BC employment legislation: Employment Standards Act, Workers Compensation Act, Human Rights Code, and Privacy Act.
  • Demonstrated ability to interpret and apply collective agreements.
  • Sound judgment in handling sensitive and confidential employee matters.
  • Strong HRIS proficiency and advanced Microsoft Office skills.
  • Effective communicator across all levels of the organization — from shop floor to executive team.
  • Highly organized with the ability to manage a broad, compliance-driven portfolio across two companies simultaneously.
