Job summary

Government of Nunavut is seeking a Parks Geospatial and Information Technology Specialist in Iqaluit to lead GIS operations and geospatial data management for territorial parks and special places. You will coordinate land administration processes, contribute to land use planning, and support IT software and data distribution initiatives.

The role requires a degree in Physical Geography or Biology with spatial analysis, plus hands-on GIS and design experience.

Qualifications

• Degree in Physical Geography or Biology with an emphasis in spatial analysis techniques or equivalents.
• Two years’ experience in GIS facility operations.
• One year experience in web and graphic design.

Responsibilities

• Develop, implement, operate and manage the Division’s Geographic Information Systems (GIS) and all geospatial information.
• Coordinate the application process for administration and control of municipal, commissioners and crown lands; manage data with the Geodatabase.
• Assist in land use planning decisions related to territorial parks and special places; support IT software needs and develop programs/products for data distribution.

Responsibilities

Reporting to the Director Parks and Special Places, this position provides geographic information system products and services and is committed to the establishment of a system of territorial parks and special places that are representative of Nunavut’s natural and culture heritage. The Division is obligated under the Nunavut Agreement (NA) and the Umbrella Inuit Impact and Benefits Agreement for Territorial Parks (IIBA).

The incumbent will be responsible for: developing, implementing, operating, and managing the Division’s Geographic Information Systems (GIS) and all geospatial information; managing the establishment of territorial parks through coordinating the application process for administration and control of municipal, commissioners and crown lands; coordinating divisional input and data management with the Department of Environment Geodatabase of all geospatial data and related metadata; assisting in decision-making regarding the land use planning process related to or affecting territorial parks and special places; responding to divisional needs of information technology software/, and development of programs/products for the purpose of ensuring appropriate distribution of these acquired data.

Qualifications

The knowledge and experience required for this job are usually obtained through;

• Degree from a recognized university in Physical Geography or Biology with an emphasis in spatial analysis techniques or equivalents.
• A minimum of two (2) years’ experience in GIS facility operations;
• A minimum of one (1) year experience in web and graphic design.

Special consideration will be given to candidates who fulfill these criteria:

• Knowledge of Inuit culture, society and economy;
• Community awareness;
• Ability to communicate in one or more of Nunavut’s official languages. Preference to Inuktut speakers shall be given priority;
• Knowledge of environmental characteristics of the Nunavut Settlement Area;
• Relevant northern experience; and
• Knowledge of the IIBA and the NA.

Occasional travel to remote locations is also required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.

The Department of Environment is responsible for program areas such as Wildlife Management, Parks and Special Places, Environmental Protection and fisheries and sealing. This department provides education and outreach to a wide range of audiences including youth, community members, elders and teachers to ensure the Inuit societal value of Avatittinnik Kamatsiarniq (environmental stewardship).
