SCOPE:
The Parks Construction Project Manager is accountable to the Manager, Park Development Services for budgeting, scheduling, design, tendering, construction management/contract administration and commissioning of capital construction projects assigned to them.
RESPONSIBILITIES:
As the Parks Construction Project Manager, you will:
- Review capital construction project budgets and cost estimates for major park amenity development and renovation projects.
- Prepare Expressions of Interest, Requests for Proposals, Tender Calls and contracts.
- Control of Project budgets and regular reporting of project status and budget to the Manager.
- Review site instructions, contemplated change orders, change orders and progress claims, and make processes for payments.
- Engage, administer and manage contracts with consultants and contractors for the Park Development Services section.
- Recommend appointments of members of Project Teams, chair Project Team meetings, prepare Project programs and schedules. Monitor project development.
- Direct and control the activities of contractors / subordinates, including the assignment of duties and responsibilities, and setting priorities within limits of delegated authority.
- Lead and/or participate in construction site meetings, conduct site reviews.
- Ensure all permits and clearances are obtained from governing authorities (municipal, provincial, federal).
- Maintain communication with inspection authorities and ensure that all phases of work are inspected and approved as specified.
- Administer commissioning of the project and verifies existence of all necessary inspections, approvals, certificates, warranties, operating and maintenance manuals, and as-built drawings.
- Administer hand-off of the project to other city departments for operation and maintenance.
- Communicate with internal departments and external users to ensure that their program needs and expectations are incorporated, developed and delivered as best possible.
- Assist in developing and revising operating policies, practices and procedures and manuals of instructions affecting activities of the Park Development Services section and ensure they are current, accurate and communicated to consultants.
- Conduct feasibility studies.
- Maintain communication with the Land Development section and outside utility companies to ensure that adequate access and off-site services are provided.
- Be creative and use sound judgement in administering and managing construction projects.
- Establish effective working relationships with staff, management, other city departments and the public.
- Resolve conflicts without major disruption of work flows or interpersonal relationships.
QUALIFICATIONS:
The successful candidate will have the following:
- University or College degree in architectural/structural engineering, building science, or construction management, or an equivalent demonstrated ability.
- A minimum of 5 years of progressively responsible experience preferably in a project management role, or related building industry.
- Demonstrated ability to work independently, organize workload and set priorities.
- Experience in planning, directing, coordinating, assigning, and reviewing the work of consultants/contractors/staff teams.
- Familiarity with the Construction Lien Act and other applicable Legislation governing the construction and development industry.
- Sound working knowledge of W.C.B. regulations, BC Building Code, Fire Code, Handicapped Code.
- Sound working knowledge of City of Surrey Zoning By-law and Building Permit requirements.
- Thorough knowledge of the principles and practices of project management, site development, building principles.
- Proficiency in Microsoft Office applications and Microsoft Project. Working knowledge of Autocad and Powerpoint is an asset.
- Complete literacy of Construction Drawings and specifications.
- Familiarity with functional programs, space planning, design and engineering principles.
