Job Summary:

The Government of Saskatchewan (GOS) is seeking highly qualified Oracle Licensing Specialist resource(s) to provide expert-level guidance and support in the areas of Oracle licensing, compliance, and cost optimization. This role will support various ITD-led projects on an ongoing, as-needed basis. The successful candidate(s) will ensure that Oracle products and solutions are effectively licensed, managed, and aligned with cost-effective best practices.

Key Responsibilities:

Conduct comprehensive reviews of existing Oracle licensing contracts, entitlements, and usage.

Recommend licensing optimization strategies and cost-effective solutions.

Support compliance efforts, including audit preparation and response.

Collaborate with ITD teams to manage Oracle product portfolios, including databases, middleware, and cloud services.

Advise on licensing implications during project planning, procurement, and system architecture changes.

Stay current on Oracle licensing policies, terms, and changes that could affect the organization.

Deliver reports, documentation, and strategic advice to internal stakeholders as required.

Assist in vendor negotiations and contract renewals as needed.

Deliverables:

Ongoing best-practice recommendations on Oracle licensing.

Periodic licensing usage reviews and optimization reports.

Risk and compliance assessments for Oracle environments.

Documentation of licensing models and recommendations tailored to GOS usage.

Support materials for Oracle audits and contract negotiations.

Required Qualifications and Experience:

Minimum 5 years of hands-on experience as an Oracle Licensing Specialist or equivalent role.

In-depth knowledge of Oracle licensing policies across products such as:

Oracle Database

Oracle Middleware

Oracle Cloud (OCI)

Oracle E-Business Suite

Proven experience with Oracle audits, compliance processes, and negotiation support.

Strong understanding of virtualization, cloud licensing, and data center impacts on Oracle licensing.

Excellent communication and documentation skills.

Ability to work collaboratively with cross-functional teams in a remote environment.

Preferred Qualifications:

Oracle Licensing Certifications or Oracle LMS (License Management Services) experience.

Experience supporting public sector clients or large enterprises.

Familiarity with IT asset management tools and software usage metering.
