Responsibilities

  • Administer the Occupational Health Tracker program and review audiometric results.
  • Coordinate with audiologists, WCB, and medical service providers for hearing testing and investigations.
  • Liaise with PSC colleagues and IT on digital tool functionality and improvements.
  • Manage OHS digital sites and collaboration spaces, ensuring information is collected, managed and protected.
  • Provide technical support to clients for accessing OHS resources and develop practical guidance.
  • Advise on incident investigations, root cause analysis and corrective actions.
  • Collect, analyze and report OHS data, identify trends and prepare leadership reports.
  • Develop training resources and coordinate OHS learning programs.
  • Serve as Learning Administrator for OHS courses and manage LMS content.
  • Support internal OHS audits and track progress of audit action plans.
  • Represent the employer on OHS committees and in stakeholder meetings.
  • Collaborate with HR, Employee Relations, vendors, and external partners on OHS programs.

The Public Service Commission is seeking an OHS Advisor to join the Labour Relations Policy and Programs, Labour Relations and Occupational Health and Safety Branch. Reporting to the Occupational Health and Safety Team Lead, this non-supervisory Human Relations 1 position supports the development, implementation, administration, and continual improvement of the Government of Alberta’s corporate Occupational Health and Safety Program. The position works with OHS team members, client areas, Human Resources, Employee Relations, service providers, and the broader Government of Alberta OHS community.
This is a developmental OHS professional role that combines program administration, data analysis, technology support, training coordination, audit activities, and stakeholder engagement. You will apply OHS requirements to practical situations, work with complex information and systems, respond to time-sensitive matters, and provide clear guidance that supports consistent program delivery across a large and diverse organization.

Roles and Responsibilities
  • Administer the Occupational Health Tracker program: Review audiometric test results, maintain accurate information on employees requiring periodic hearing testing, and support compliance with applicable OHS requirements.
  • Coordinate with audiologists, WCB, medical services providers, and client areas to support workers when a change in hearing is identified or reported, including supporting appropriate investigation and WCB claim management processes.
  • Liaise with Public Service Commission colleagues and Technology and Innovation regarding digital tool functionality and improvements.
  • Manage OHS digital sites and workspaces: Maintain internal and external OHS collaboration sites, resources, records, and working-group information so required information is appropriately collected, managed, and protected.
  • Provide technical support to clients for accessing OHS digital resources and tools, identify commonly asked questions, and develop practical resources that provide clear and consistent OHS guidance.
  • Advise client areas and OHS Consultants on incident investigations, Sodales Incident Management entries, root-cause identification, and completion of corrective actions.
  • Collect, analyze, and report OHS information: Support the collection of leading indicators, including completed orientations, inspections, training, and drills. Analyze OHS data to identify trends and improvement opportunities, make recommendations, and prepare performance reports for leadership.
  • Coordinate OHS learning programs: Work with internal and external stakeholders to develop training resources in areas requiring additional support.
  • Serve as Learning Administrator for Government of Alberta OHS courses, advise client areas on required and recommended training, manage courses housed in the learning management system, and administer the OHS Certificate Program.
  • Support internal OHS audits: Coordinate audit activities with client areas and OHS Consultants, conduct documentation reviews against OHS legislation and standards, and analyze audit survey results.
  • Track the completion of audits and associated action plans and prepare progress reports for Occupational Health and Safety leadership.
  • Represent the employer on the GoA-AUPE OHS Steering Committee, represent the branch in OHS working groups, and participate in meetings with other stakeholder groups.
  • Work constructively with departmental clients, OHS professionals, Human Resources and Employee Relations partners, external stakeholders, vendors, and service providers on OHS programs, reporting systems, and emerging issues.
  • Apply sound judgment and practical problem solving: Interpret OHS legislation and program requirements, respond to time-sensitive issues, work through complex datasets, and provide technical guidance and troubleshooting support for systems such as Sodales Incident Management, Occupational Health Tracker, and SharePoint.
  • Maintain professional OHS knowledge: Stay current with changes in legislation, industry practices, and interjurisdictional approaches, seek professional-development opportunities, and obtain or maintain an applicable OHS designation where appropriate.

Qualifications

Minimum recruitment standard: A two-year diploma in Occupational Health and Safety (OHS) or a related field and a minimum of one (1) year of related experience in OHS consulting services, compliance support, and safety program implementation; or equivalent combinations of education and experience.
Two-way Equivalency: The following equivalent education/experience will be considered:

  • A related 1-year certificate from a recognized post-secondary institution and 2-years of related experience.
  • Directly related education or experience considered based on 1-year of education for 1-year of experience; or 1-year of experience for 1-year of education.
  • An OHS designation such as National Construction Safety Officer (NCSO), Health and Safety Administrator (HSA), or another related equivalent, plus a minimum of two years of experience, will be considered as an equivalency.

Additional Job Requirement

  • General knowledge of OHS legislation, OHS principles, and the development, implementation, and operation of OHS programs.
  • Strong written and verbal communication skills.
  • Strong analytical and problem-solving skills.
  • Strong proficiency with Microsoft applications, including Excel, Word, Outlook, Teams, PowerPoint, Microsoft Visio, Microsoft 365, and SharePoint Online.

Assets The following qualifications are considered assets:

  • An OHS designation or certification, such as Canadian Registered Safety Technician (CRST), National Construction Safety Officer (NCSO), Health and Safety Administrator (HSA), or another applicable equivalent.
  • Recent experience, training, or demonstrated competency in one or more of the following areas:
    • Workplace inspections
    • OHS program development or implementation
    • OHS training
    • Experience collecting and analyzing data.

Location: Edmonton is preferred, however, applications from other locations within the province are welcomed.
Hours of Work: 36.25 Hours per week, Monday to Friday.
