Job summary

The City of Regina is seeking an experienced Manager, Accounting Services to supervise the accounts payable function within the Finance Department. You will ensure compliance with GST/PST, procurement agreements, and corporate policies while leading staff and driving efficiency.

This role reports to the Financial Business Partner – Public Accounting and Reporting, guiding budgeting, planning, and internal controls. A CPA and municipal accounting knowledge are essential for success.

Qualifications

• University degree in commerce/administration and CPA or equivalent required.
• Five years of related accounting experience with at least 3 in a supervisory role.
• Public Sector Procurement Certificate.
• Experience with Hyperion and Oracle E-Business Suite.
• Strong knowledge of municipal accounting, GST/PST, and OH&S requirements.
• Proficiency with large computerized financial systems and internal controls.

Responsibilities

• Oversee accounts payable, collections, and receivables operations.
• Ensure compliance with legislation, tax rules, procurement agreements, and internal policies.
• Lead, supervise, and develop staff; manage recruitment and performance.
• Prepare reports and implement process improvements.
• Manage banking activities and signing authorities.
• Build relationships with internal teams and external partners.
