BGC Okanagan seeks a Manager, Youth Services to lead Penny Lane, a Short-Term Stabilization Home for youth 13–18 in Kelowna. You will coach a multidisciplinary team, ensure safety and compliance, and drive positive outcomes in a trauma-informed residential setting.

You will oversee operations, contribute to strategic planning, and manage staff while fostering a collaborative, inclusive culture with strong community partnerships. 35 hours weekly with some evenings/weekends. $66,508 annually.

Qualifications

  • Degree or diploma in a related human or social services field and/or three (3) years of experience with community agencies and local governments; supervisory/admin experience.
  • Training in behavioural modification, attachment-based parenting, trauma-informed practice is an asset.
  • Excellent verbal and written communication skills.
  • Demonstrated leadership, teamwork, and relationship-building skills.
  • Proficient in Microsoft Office Suite, including Word, Excel, PowerPoint, and Publisher.

Responsibilities

  • Lead the Penny Lane Short-Term Stabilization Home operations in line with SHSS policies and licensing requirements.
  • Oversee supervision of Service Provider Personnel and Subcontractors and ensure safety and risk management standards.
  • Contribute to strategic planning, leadership development, and the organization’s health as a member of the Operational Leadership Team.
  • Provide leadership aligned with BGC Okanagan’s vision, mission, and core values.
  • Develop, implement, and evaluate care setting goals, policies, procedures, and service plans.
  • Lead staff recruitment, orientation, coaching, performance management, and staffing requirements.

BGC Okanagan is hiring a Youth Services Manager to lead and oversee the daily operations of Penny Lane, a Short-Term Stabilization Home serving youth aged 13 to 18. This key leadership role involves coaching, leading, and empowering a multidisciplinary team while fostering a positive, collaborative culture in a dynamic, trauma-informed residential setting. The home provides immediate and short-term support to vulnerable youth, with a focus on safety, stability, and positive outcomes.

Key Duties and Responsibilities:
  • Research and apply current best practices within the service stream.
  • Champion the Penny Lane Low Barrier Short-Term Stabilization Home internally and externally.
  • Contribute to strategic planning, leadership development, and the organization’s strategic and financial health as a member of the Operational Leadership Team.
  • Provide leadership aligned with BGC Okanagan’s vision, mission, and core values.
  • Oversee daily operations, including supervision of Service Provider Personnel and Subcontractors, and ensure compliance with SHSS policies, contractual requirements, Community Care Licensing, WCB, risk management, and safety standards.
  • Ensure timely and accurate completion of required SHSS documentation, including daily logs, incident reports, service plans, clinical plans, and clinical notes.
  • Ensure the facility is safe, well-maintained, engaging, and responsive to program needs.
  • Build and maintain effective relationships with government, families, community partners, and professionals.
  • Develop, implement, and evaluate care setting goals, policies, procedures, and service plans.
  • Lead care circles, oversee service and clinical plans, and monitor youth progress toward stabilization.
  • Coordinate access to supplemental services and submit requests for additional supports as required.
  • Complete required operational and funder reporting and maintain compliance with contractual outcomes, deliverables, and reporting requirements.
  • Lead, coach, mentor, and support staff while fostering a positive and collaborative team culture.
  • Provide supervision and support to Program Coordinators and assist with staff recruitment, orientation, coaching, performance management, and staffing requirements.
  • Facilitate training and support staff in implementing strategies outlined in youth service plans.
  • Assist with annual budget development and monitor expenditures to ensure compliance with approved budgets.
  • Perform other related duties as required.
Qualifications:
  • Degree or diploma in a related human or social services field and/or three (3) years of experience working in partnership with community agencies and local governments to meet the needs of children, youth, and families, including at least one (1) year of supervisory and administrative experience.
  • Training in behavioural modification, attachment-based parenting, trauma-informed practice, and relationship-based interventions is considered an asset.
  • Excellent verbal and written communication skills.
  • Demonstrated leadership, teamwork, and relationship-building skills.
  • Proficient in Microsoft Office Suite, including Word, Excel, PowerPoint, and Publisher.

Hours: 35 hours per week, occasional evenings and weekends required

Rate of Pay: 66,508 per year
