Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Pre-construction Services Utilities team is looking for a Manager, Utilities to oversee the design, approval, and execution of various utility-related processes/ activities on assigned capital infrastructure projects, including the Building Transit Faster Act (BTFA) priority transit projects. The manager must possess subject matter expertise in wet utilities (water, sewer, storm,etc.), with oversight responsibilities for other dry utilities including telecommunications, power, and gas. The successful candidate will join a collaborative team with a focus on safety, quality, communication, teamwork, and innovation.

What will I be doing?
  • Performs complete start to close-out project management on selected complex, high-risk projects as required to meet corporate commitments, with or without staff delegation.
  • Manages project progress and coordinates utility works to ensure that project timelines, budget, agreements, commercial requirements, and work activities are identified, planned, reviewed, and executed as per contractual requirements. Identifies deficiencies and/or opportunities for efficiencies and recommends and implements preferred solutions.
  • Represent PCS-Utilities as a technical specialist at meetings and provides specialist advice as a Subject Matter Expert on utility coordination and relocation matters (dry and wet utilities – e.g., gas, communications, power, sewers, watermains, etc.)
  • Oversee the coordination, monitoring, tracking, reporting of all utility-related interfaces with municipalities, utility companies, permits, licenses, investigations, agreements, and all approval stakeholders across the project
  • Support third party utility owners to develop strategies that define the required scope, schedule and cost required to support the Subways Program. Work alongside Metrolinx project delivery teams to provide constructible designs
  • Liaise and manage third party utility project progress, analyze current and future work activities to identify deficiencies and opportunities for efficiencies; recommend and implement solutions during proposed utility relocation activities
  • Monitors project safety to mitigate risk, ensure compliance with policies and procedures, and initiate improvements, resolutions and/or preventative measures.
  • Integrates multiple corporate requirements into projects, including technical design, environmental assessment conditions, community and municipal commitments, Passenger Charter, design excellence, and property acquisition conditions, analyzing potential conflicts, delays or issues resulting from integration of corporate requirements with overall project plan.
  • Manage relationships with external consultants, contractors, third party utilities and vendors to ensure performance and products/services meet contractual agreements; conducts regular site meetings to discuss progress and resolve issues.
  • Monitors project work to warranty that the proper protection is followed in accordance with railway operating rules.
  • Directly manages 1-5 employees in project teams performing related tasks.
What Skills and Qualifications Do I Need?
  • Completion of a degree in applied science, engineering, or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in project management related to the planning, design, and construction of transit facilities, station infrastructure and/or complex utility relocation related works.
  • Experience in construction management, procurement and field engineering are all strong assets.
  • Project management experience to manage assigned projects of high value and complexity and supervise staff engaged in all stages of project management from start to close-out.
  • Technical knowledge of the principles and practices of the transportation industry is an asset.
  • Organizational, interpersonal and oral/written/presentation communication skills to coordinate complex projects under pressure to meet schedule and budget commitments.
  • Experience in a consulting/professional services environment is an asset.
  • A valid Ontario Class G driver’s license is required to travel to various site locations, meetings, operational facilities, etc. (approximately 5%). Must meet and maintain the corporate standard for a good driving record
