Job summary

BC Maritime Employers Association is seeking a Manager, Training to lead BCMEA’s training and workforce development initiatives. The role oversees trades training, apprenticeship recruitment, and workplace programs, while coordinating training events and curriculum development.

The position focuses on leadership of trainers, program quality, and collaboration with unions, employers, and ILWU locals to meet annual targets and regulatory requirements.

Qualifications

  • Bachelor’s degree in Education, Human Resources or Business Administration with 8+ years related experience; Master’s degree preferred.
  • 5 to 8 years supervisory/management experience.
  • Strong customer service orientation and ability to work with a diverse workforce across multiple organizational levels.
  • Applied understanding of adult education theory and curriculum development.
  • Excellent verbal and written communication skills.
  • Excellent time management and problem-solving skills.
  • Strong interpersonal and conflict management skills; ability to work with customers and unions.

Responsibilities

  • Lead and oversee training administration activities and events.
  • Develop and execute trades and maintenance training initiatives.
  • Support trainer development and workforce programs.
  • Manage candidate vetting and prerequisites with ILWU locals.
  • Assist in annual training plan and budget development.
  • Monitor training plan ratings to meet targets.
  • Review training programs for regulatory compliance and standards.
  • Develop new training curricula and industry programs.
  • Lead supervision of TSR supervisor and program deployment.
  • Ensure curriculum adheres to common standards and drive improvement.

Job description

The Manager, Training is responsible for the leadership and integration of BCMEA’s training and workforce development programs. This includes oversight of trades training and initiatives, apprenticeship recruitment, and workplace programs.

Responsibilities
Training Administration
  • Training Events: Plan, coordinates, and manages the process for significant training events. Engage with employers, and ILWU local to ensure logistical needs, as well as training requirements are met.
  • Trades and Maintenance Initiatives: Lead the development and execution of trades and maintenance training initiatives to support workforce capability, equipment reliability, and operational readiness, ensuring alignment with industry standards, maintenance strategies, and emerging skill requirements.
  • Trainer Development: Looks after the support and professional development of industry trainers.
  • Leads workforce development strategies, including trade fairs, pathway programs, and candidate pipeline development.
  • Vetting: Conducts and supports trainee candidate reviews to ensure they meet prerequisites. Consult with ILWU Locals as required. Document and review policies to ensure prerequisites are applicable and current. Consider and recommend ad-hoc exceptions to prerequisites and criteria.
  • Budget: Assists the Director in the development of BCMEA’s annual training plan and budget through inventory levels, shortage data, and regular consultation with customers, operation managers, and union executive. Monitor training expenditures.
  • Training plan monitoring: Regularly review ratings accomplished to ensure annual targets will be met.
Training Programs
  • Due Diligence: Regularly review all training programs to ensure regulatory compliance, incorporation of identified hazards and controls, and current terminal standards. Ensure critical competencies are objectively evaluated using up-to-date measurable, built-in standards of competency.
  • Curriculum Development: Principle contact for queries and requests for new training curriculum. In addition, manages the development of new industry training programs.
  • Leadership and Supervision: Assists the Director to provide leadership and direction to the TSR supervisor for the implementation and maintenance of industry wide training programs and specialized programs such as labor, maintenance and upgrade training programs.
  • Quality Assurance: Ensures training program curriculum adheres to a set of common standards.
  • Innovation and Continuous Improvement: Constantly consider and recommend opportunities to incorporate innovative and leading-edge training delivery strategies to ensure the BCMEA remains an industry leader in maritime training quality and efficacy.
Relationship Management
  • Fosters collaborative working relationships with customers and unions to facilitate the successful implementation of annual training plans.
  • Consult with ILWU Locals as required.
  • Customer Service: Communicate a customer-service philosophy in all relationships, balancing customer satisfaction with efficient service delivery.

  • Bachelor’s degree in Education, Human Resources or Business Administration and/or 8+ year’s work‑related experience or an equivalent combination of education and experience. Master’s degree preferred.
  • 5 to 8 year’s supervisory/management experience.
