The Opportunity

Wolf Midstream is seeking a highly experienced Manager, Regulatory Affairs and Stakeholder Relations to lead key regulatory, environmental, and Indigenous engagement efforts that support Wolf’s operations and growth projects.

This strategic leadership role is accountable for ensuring full regulatory compliance across all facilities and projects, driving meaningful stakeholder and Indigenous engagement, developing long-range strategies that mitigate risk, and embedding regulatory and Indigenous considerations into Wolf’s overall business strategy. The role also oversees the ongoing development and execution of Wolf’s management system and information governance programs, ensuring compliance with internal standards and regulatory requirements.

This role requires significant travel throughout Alberta and strong leadership experience across regulatory, stakeholder, Indigenous, and policy domains.

Key Responsibilities

Regulatory Compliance & Risk Mitigation

• Ensure all Wolf facilities and projects remain fully compliant with applicable regulations, directives, and permits
• Develop, maintain, and implement internal and external policies and procedures to support business requirements
• Lead internal and external audits to ensure ongoing regulatory and environmental compliance
• Monitor, interpret, and advise on emerging regulations, government policy, Indigenous case law, and industry best practices
• Steward positive, strategic relationships with regulatory bodies, including the Alberta Energy Regulator (AER), DFO, and municipal and provincial authorities
• Provide strategic regulatory counsel to project teams, operations, and executive leadership to mitigate regulatory and operational risks
• Track and manage departmental budgets, ensuring alignment with Wolf’s financial planning processes

Stakeholder and Indigenous Engagement

• Lead the development and implementation of long-range Indigenous and community engagement strategies aligned with business priorities, regulatory requirements, and Wolf’s risk profile
• Develop and maintain long-term, trust-based relationships with Indigenous communities, all required levels of government, community partners, Environmental Non-Government Organizations, and any other relevant stakeholders
• Identify and mitigate reputational, operational, project-related, and regulatory risks through proactive engagement and planned communication strategies
• Champion cultural awareness and inclusivity across Wolf’s operations, integrating Indigenous knowledge and values into internal decision-making
• Represent Wolf at community events, regulatory hearings, and multistakeholder forums to advance transparency and mutual interests
• Lead the negotiation and implementation of economic inclusion strategies and partnership agreements with Indigenous communities
• Ensure all engagement activities are thoroughly documented and reported to meet regulatory and internal standards
• Lead the preparation and delivery of executive-level briefings, board-level reports, and regulatory filings on engagement activities and outcomes
• Act as a key member of Wolf’s project leadership team, leading regulatory and stakeholder deliverables for projects and operations
• Manage key regulatory and engagement consultants, setting clear deliverables, accountabilities, and performance expectations
• Execute project deliverables, conduct risk analysis, manage critical path schedules, and troubleshoot issues as required
• Align regulatory and stakeholder initiatives with Wolf’s project execution plans and critical schedules

Management Systems and Information Governance

• Lead and ensure the ongoing development, execution, and compliance of Wolf’s Management System, including CSA Z662 compliance and audit programs
• Coordinate assurance activities to identify continuous improvement opportunities in the management system and present findings to senior leadership
• Oversee information management practices, ensuring all critical documents are controlled, archived, and managed according to Wolf’s standards
• Lead the annual records retention and destruction program to ensure organizational compliance with information governance policies

Qualifications and Experience

Education:

• Post-secondary degree in Environmental Science, Indigenous Studies, Public Policy, Communications, or a related discipline

Experience:

• 15+ years of progressive experience in regulatory affairs, Indigenous and stakeholder relations, environmental management, or public affairs within the energy, infrastructure, or resource sectors
• Minimum of 5–8 years in a senior or leadership role overseeing regulatory compliance and stakeholder engagement activities
• Proven track record developing and executing regulatory strategies and Indigenous engagement programs, including successful negotiation of agreements
• Deep understanding of Alberta’s regulatory environment, Indigenous governance structures, and ESG trends

• Strong leadership, mentorship, and team development capabilities
• Ability to set strategic goals, identify risks, and develop mitigation strategies across regulatory and stakeholder landscapes
• Exceptional interpersonal, communication, negotiation, and facilitation skills
• High ethical standards, professionalism, and commitment to responsible business practices
• Advanced skills in Microsoft Word, Excel, PowerPoint, and data visualization for executive reporting
• Highly adaptable, self-motivated, and capable of thriving in a dynamic, multi-stakeholder environment
• Travel required approximately 40% of the time, including occasional short-notice trips
