Job summary

City of Toronto is seeking a Senior Manager in Technology Services to lead large-scale business technology transformation initiatives, manage staff and budgets, and provide governance across programs.

You will advise senior executives, drive portfolio performance, and ensure delivery on time and within budget while promoting continuous improvement and accountability across projects and services.

Qualifications

  • University degree in Computer Science or a related discipline, PMP certification and Management of Portfolios assets.

Responsibilities

  • Oversees governance, project management processes, and portfolio planning.
  • Develops multi-year implementation plans to improve processes and service delivery.
  • Manages cost-benefit frameworks and benefits realization plans.
  • Oversees dashboards and reporting on project progress, risks, and resources.
  • Manages capacity planning for resource allocation.
  • Collaborates with Finance on capital project requests and budgets.
  • Prepares briefing notes and reports for senior management.
  • Oversees procurement (RFPs, RFQs) and vendor negotiations.
  • Ensures compliance with governance, security, and audit requirements.
  • Researches emerging technologies and opportunities aligned with strategy.
  • Monitors portfolio performance to ensure on-time, on-budget delivery.
  • Promotes audit management, accountability, and continuous improvement.
  • Conducts post-mortems and shares lessons learned.
  • Provides governance guidance, training, and awareness for project teams.
  • Establishes governance metrics and drives quality improvement.
  • Supports risk management and governance throughout delivery.
  • Manages demand intake, prioritization, and reporting.
  • Chairs the Intake Triage Group for Technology Services work requests.

Major Responsibilities


  • Develops and implements detailed plans and recommends policies regarding program-specific requirements.

  • Manages, motivates, and trains staff while promoting teamwork, innovation, continuous learning, and organizational performance.

  • Supervises staff operations, work assignments, performance evaluations, vacation and overtime approvals, salary increments, and disciplinary recommendations.

  • Develops, recommends, and administers the annual budget and ensures expenditures remain within approved limits.

  • Provides leadership, planning, and oversight for large business technology transformation initiatives.

  • Leads and manages business technology portfolio investments, delivery strategies, and communications to realize expected business benefits.

  • Advises senior executives, Division Heads, the Chief Technology Officer (CTO), and senior management on project issues, decision points, and emerging concerns.

  • Oversees audit portfolio planning, governance decision-making, and project management governance processes.

  • Leads development and management of multi-year implementation plans to improve business processes, systems, structures, and service delivery.

  • Develops and manages project cost-benefit management frameworks and benefits realization plans.

  • Oversees portfolio performance dashboards and reporting related to project progress, risks, benefits, resource utilization, and constraints.

  • Manages capacity planning frameworks to optimize resource allocation and skill utilization.

  • Collaborates with Corporate Financial Planning and Finance teams on capital project requests and budget submissions.

  • Prepares briefing notes and reports for senior management.

  • Oversees procurement processes including RFPs, RFQs, and vendor contract negotiations.

  • Ensures compliance with governance frameworks, standards, methodologies, security, privacy, architecture, quality assurance, change management, and audit requirements.

  • Researches emerging technologies, methodologies, and business opportunities aligned with organizational strategy.

  • Monitors portfolio performance to ensure projects are delivered on time, on budget, and meet objectives.

  • Promotes audit management, accountability measurement, and continuous improvement practices.

  • Conducts project post-mortems and shares lessons learned and best practices.

  • Provides governance guidance, training, and awareness programs to project teams.

  • Establishes governance measurements, monitors compliance, and drives quality improvement.

  • Supports risk management and governance practices throughout project delivery.

  • Manages demand intake processes, prioritization, tracking, reporting, and authorization activities.

  • Chairs the Intake Triage Group for Technology Services work requests.



Key Qualifications


  1. University degree in Computer Science or a related discipline, or an equivalent combination of education and management experience. PMP certification and Management of Portfolios certification are assets.

  2. Extensive experience building partnerships, collaborating across business functions, and developing trusted relationships with senior executives and stakeholders.

  3. Consulting experience providing guidance on programs, projects, business cases, and strategic initiatives to achieve organizational objectives and return on investment.

  4. Extensive experience leading and motivating customer-focused teams while fostering an inclusive and equitable work environment.

  5. Extensive experience in project portfolio management and IT strategic planning, including benefits management, performance measurement, risk management, change management, communications, and governance.

  6. Extensive experience preparing portfolio reports and performing financial management, analysis, interpretation, and reporting.

  7. Ability to communicate complex financial and business concepts in a clear and simplified manner for diverse audiences.
