Job summary

The City of Toronto is seeking a Manager Portfolio Governance & Analytics to lead portfolio performance, governance, and analytics at City Hall. You will guide large technology investments, oversee dashboards, and report to senior leadership.

This role requires strong collaboration with the CTO, divisions, and finance, delivering on strategic initiatives, managing budgets, and ensuring governance and security standards across projects.

Qualifications

• University degree in Computer Science or related discipline.
• PMP certification and Portfolio Management Certification are assets.
• Extensive experience building partnerships with senior executives and stakeholders.
• Experience in project portfolio management and IT strategic planning.
• Ability to communicate complex financial concepts clearly.

Responsibilities

• Develops and implements detailed plans and policies regarding program-specific requirements.
• Manages, motivates, and trains staff while promoting teamwork, innovation, continuous learning, and organizational performance.
• Supervises staff operations, work assignments, performance evaluations, vacation and overtime approvals, salary increments, and disciplinary recommendations.
• Develops, recommends, and administers the annual budget and ensures expenditures remain within approved limits.
• Provides leadership, planning, and oversight for large business technology transformation initiatives.
• Leads and manages business technology portfolio investments, delivery strategies, and communications to realize expected business benefits.
• Advises senior executives, Division Heads, the CTO, and senior management on project issues, decision points, and emerging concerns.
• Oversees audit portfolio planning, governance decision-making, and project management governance processes.
• Leads development and management of multi-year implementation plans to improve business processes, systems, structures, and service delivery.
• Develops and manages project cost-benefit management frameworks and benefits realization plans.
• Oversees portfolio performance dashboards and reporting related to project progress, risks, benefits, resource utilization, and constraints.
• Manages capacity planning frameworks to optimize resource allocation and skill utilization.
• Collaborates with Corporate Financial Planning and Finance teams on capital project requests and budget submissions.
• Prepares briefing notes and reports for senior management.
• Oversees procurement processes including RFPs, RFQs, and vendor contract negotiations.
• Ensures compliance with governance frameworks, standards, methodologies, security, privacy, architecture, quality assurance, change management, and audit requirements.
• Researches emerging technologies, methodologies, and business opportunities aligned with organizational strategy.
• Monitors portfolio performance to ensure projects are delivered on time, on budget, and meet objectives.
• Promotes audit management, accountability measurement, and continuous improvement practices.
• Conducts project post-mortems and shares lessons learned and best practices.
• Provides governance guidance, training, and awareness programs to project teams.
• Establishes governance measurements, monitors compliance, and drives quality improvement.
• Supports risk management and governance practices throughout project delivery.
• Manages demand intake processes, prioritization, tracking, reporting, and authorization activities.
• Chairs the Intake Triage Group for Technology Services work requests.

Key Qualifications

• University degree in Computer Science or a related discipline, or an equivalent combination of education and management experience. PMP certification and Management of Portfolios certification are assets.
• Extensive experience building partnerships, collaborating across business functions, and developing trusted relationships with senior executives and stakeholders.
• Consulting experience providing guidance on programs, projects, business cases, and strategic initiatives to achieve organizational objectives and return on investment.
• Extensive experience leading and motivating customer-focused teams while fostering an inclusive and equitable work environment.
• Extensive experience in project portfolio management and IT strategic planning, including benefits management, performance measurement, risk management, change management, communications, and governance.
• Extensive experience preparing portfolio reports and performing financial management, analysis, interpretation, and reporting.
• Ability to communicate complex financial and business concepts in a clear and simplified manner for diverse audiences.
