Job summary

CVRD is seeking a Manager – Parks Operations to lead the delivery of park operations, maintenance and capital projects across its regional and community parks. This role reports to the Senior Manager, Parks & Trails and requires supervising staff and contractors, coordinating with stakeholders, and managing budgets.

The position is based in Duncan, with work at two CVRD locations, typically 35 hours per week, and an attractive benefits package including extended health, dental, pension, and paid

Qualifications

• Bachelor’s degree in a related field from an accredited university.
• Six years of related progressive experience in parks operations, maintenance and project management, including three years in supervision.
• Valid Class 5 BC Driver's Licence.
• First Aid Level 1 with CPR.
• An equivalent combination of education, training and experience may be considered.

General Information

Located on Vancouver Island just 50 km north of Victoria and 30km south of Nanaimo, the Cowichan Valley Regional District (CVRD) is in the ancestral and unceded territories of First Nations including the Quw'utsun, Malahat, Ts'uubaa-asatx, Halalt, Penelakut, Stz'uminus, Lyackson, Pauquachin, Ditidaht, and Pacheedaht Nations. Local First Nations Peoples have stewarded the lands, waters, plants, and animals of this region since beyond time immemorial. Reporting to the Senior Manager, Parks & Trails Division, the Manager – Parks Operations is responsible for managing the park operations and maintenance management programs including the Parks Capital Project Program; Parks Compliance & Enforcement Program, and the Risk Management Program; for both the Regional District’s community and regional parks services. The position develops and administers both short and long-range plans and schedules for parks operation and maintenance programs, coordinates and supervises contractors and parks employees, liaises with stakeholders and the public, prepares park operations, maintenance and capital development budgets, reviews cost estimates for parks projects, and programs, and develops park-related policies. The position represents management interests in dealings with unionized staff and is excluded from collective bargaining.

Qualifications

• Bachelor’s degree in a related field from an accredited university (i.e. Landscape Horticulture, Parks Operations/Administration, Natural Resource Management and Conservation, Environmental Studies)
• Six (6) years of related progressive experience in parks operations, maintenance and project management including three (3) years experience in supervision, preferably in a local government setting
• A valid Class 5 BC Drivers License
• First Aid Level 1 with CPR

Hours of Work

• Guaranteed 35 hours of work per week, Monday to Friday, 8:30 a.m. to 4:30 p.m. This position will be required to attend some evening and weekend callouts and meetings.
• This position works from two CVRD locations - Head Office in downtown Duncan and a satellite office located at 3900 Drinkwater Road, also in Duncan.
• The position is eligible to participate in the CVRD’s Flex Time Program.

Salary

Salary range of $116,164.93 to $135,807.016 per year (2026 salary range), commensurate with education, training and experience. Also included is a comprehensive benefits package including extended health, dental, and insurance benefits, pension, and paid vacation.
