Job summary

CRD's Parks, Recreation and Environmental Services seeks a senior leader to provide professional direction to the Park Operations Section within Regional Parks, ensuring high standards of public service and environmental stewardship while expanding outdoor opportunities.

You will lead budgeting, policy, and program delivery, partner with other CRD functions and municipalities, coach staff, and foster a culture of accountability, service excellence, and strategic thinking.

Qualifications

  • Degree in a related discipline.
  • A minimum of 8 years' directly related experience.
  • An equivalent combination of education and experience.

Responsibilities

  • Provides vision, leadership and strategic direction to ensure success of Operational projects and initiatives.
  • Ensures policies, structures, systems, resources and management practices support Operational initiatives.
  • Leads annual and capital budget planning, authorizes expenditures and ensures proper controls.
  • Works with the Regional Parks management team to align objectives and optimize resource use.
  • Collaborates with CRD functions and partners to align programs with business needs and improve service delivery.
  • Leads and develops staff, fostering engagement and career growth.

Rate of Pay: $134,215.10 - $157,900.01 yearly


Hours of Work: 70 hours bi-weekly

This position is responsible for providing professional leadership and visionary direction to the Park Operations Section with Regional Parks. This position plays a critical role in ensuring CRD Regional Parks achieves the highest standards of public service and stewardship in protecting the natural environment and providing opportunities for outdoor experiences and activities.


Key Accountabilities/Position Outcomes


  • Provides vision, leadership and strategic direction necessary to ensure the success of Operational projects and initiatives.

  • Ensures policies, structures, systems, resources and management practices are in place and effectively support Operational initiatives.

  • Determines current operating requirements and leads the preparation of annual and capital budgets, authorizes expenditures, and ensures appropriate budgetary controls in line with corporate standards.

  • As a member of the Regional Parks management team, works collaboratively with other managers to ensure division strategic, operating and business objectives are well coordinated and resources are managed to create a highly functioning fiscally responsible organization.

  • Works closely and proactively with other CRD functions and municipal partners to ensure programs and approaches are aligned to business needs, and provides leadership on systems and approaches that will enhance service delivery.

  • Uses leadership, coaching, and employee development practices to create a highly engaged team of supervisors, professionals and staff with the knowledge, skills and abilities to be successful in their current role and future career development.

Certifications

Valid BC Driver's Licence

  • Demonstrated success in the development, implementation and evaluation of parks programs and services or related programs and services.

  • Solid project management skills including knowledge of project management methodologies and the ability to manage multiple projects with diverse objectives and deadlines.

  • Significant and demonstrated senior leadership experience, preferably in a unionized environment.

  • Demonstrated ability to deal frequently with highly sensitive and confidential situations involving the exercise of utmost tact, discretion, and judgement.

  • Exceptional motivation, team building, and interpersonal skills.

  • Demonstrated partnering skills, including collaboratively working with inside and outside stakeholders; positively, proactively and effectively working with public officials, the public, staff, user groups and other stakeholders.

  • Excellent written and oral communications and presentation skills.
