Manager of Treasury ServicesLocation: Corner Brook, NL

Venor is thrilled to partner with our client, the City of Corner Brook and lead their search for a skilled and dedicated Manager of Treasury Services to join their Finance and Administration Department. This is a key leadership position responsible for overseeing the City’s treasury operations and accounting functions, ensuring financial health, operational efficiency, and legislative compliance.

As the Manager of Treasury Services, you will play a pivotal role in maintaining the financial integrity of the municipality. You will lead a team of unionized finance and customer service staff while collaborating across departments to align fiscal practices with strategic priorities.

What you’ll be doing:

  • Oversee daily cash operations, liquidity management, and treasury processes;
  • Manage the City’s debt portfolio, investment strategies, and banking relationships;
  • Ensure timely and accurate accounts payable/receivable processes and tax filings (HST, Gas Tax, etc.);
  • Lead treasury-related compliance with applicable legislation and policies;
  • Maintain accurate financial records aligned with Public Sector Accounting Standards (PSAS);
  • Supervise general ledger and monthly/quarterly reporting;
  • Provide financial insights to senior leadership and ensure timely information for decision-making;
  • Lead the annual external audit process;
  • Ensure the municipality meets all tax, regulatory, and internal policy requirements;
  • Collaborate with auditors and ensure documentation is complete and accurate;
  • Oversee the development of the municipal operating and capital budgets;
  • Partner with other departments to ensure budgets align with strategic goals;
  • Monitor budget performance and recommend adjustments as needed;
  • Supervise and support finance and customer service staff;
  • Ensure robust training, performance development, and documented operating procedures;
  • Promote continuous improvement and drive departmental efficiencies.

What you’ll bring:

  • A degree or diploma in Commerce, Business Administration, or a related field, with a major in Accounting or Finance;
  • A recognized professional accounting designation (CPA, CA, CGMA), or actively working toward designation within 3 years;
  • Minimum 5 years of progressive financial experience, including 2+ years in a leadership or management role;
  • Proficiency in Microsoft Office and a computerized accounting environment (Microsoft Dynamics GP considered an asset);
  • Strong knowledge of relevant municipal, provincial, and federal financial legislation and regulations;
  • Excellent analytical, organizational, and communication skills;
  • Experience managing unionized teams is an asset;
  • Valid NL driver’s license and ability to work flexible hours as needed.
