Job summary

The Government of Prince Edward Island seeks an accomplished Manager to lead ITSS cloud services and strategic initiatives. You will drive cloud strategy, governance, security and financial management while guiding cross‑functional teams across PEI’s public sector.

Reporting to senior leadership, you will implement multi‑year cloud roadmaps, align IT with business objectives and ensure compliance with privacy and records acts. Hybrid work options are available within PEI.

Qualifications

  • Bachelor’s degree in BIS/CS or related field with IT experience.
  • MBA or master’s degree preferred.
  • Cloud certifications asset and may be required as position evolves.
  • Experience in supervision or leadership.
  • Experience in cloud/platform engineering or implementation.
  • Experience in IT management with business problem solving.
  • Experience in enterprise/portfolio/program management.
  • Experience leading technology projects/teams and driving digital transformation.

Responsibilities

  • Implement a Cloud Strategy & Roadmap in alignment with Enterprise Architecture standards (PEI).
  • Define a multi-year cloud adoption strategy: public, private, hybrid, sovereign/region-aware models.
  • Governance, Risk, and Compliance; establish Cloud Center of Excellence (CCoE).
  • Implement cloud governance: policy-as-code, tagging, access controls, data classification.
  • Maintain audit readiness and oversee data residency and sovereignty.
  • Own cloud security baselines, identity federation, and Zero Trust principles.
  • Oversee incident response for cloud workloads and run tabletop exercises.
  • Lead ITSS strategic planning and collaborate on IT/IM plans.
  • Ensure collaboration across diverse teams and manage budget submissions.

Education

Bachelor’s degree in BIS/CS or related field with IT experience
MBA or master’s degree preferred

The primary functions of this Manager position are:
  • Manage government’s cloud services including cloud infrastructure with appropriate and secure connections into PaaS and SaaS solutions and support right cloud-right time cloud strategy implementation
  • Human Resource Leadership and Team Building
  • System and Financial Resource Management
  • Collaboration as part of IT Shared Services (ITSS) Management Team

The Manager ensures that the work of the section adds value by meeting the goals set by the ITSS Strategic Plan, the Digital Strategy and IMIT Foundations of the Government of PEI and provides subject atter expertise and recommendations to ITSS Senior Leadership and to the Deputy Minister’s Digital and Information Advisory Council (DIAC).

Duties will include but are not limited to:

Implement a Cloud Strategy & Roadmap in alignment with Enterprise Architecture standards

  • Define a multi-year cloud adoption strategy: public, private, hybrid, and sovereign/region-aware models
  • Align roadmap with Health, Government, Education priorities
  • Establish Cloud Center of Excellence (CCoE) with architecture standards, guardrails, and reusable patterns
  • Governance, Risk, and Compliance

Implement cloud governance: policy-as-code, tagging, roles based access controls, data classification, workload onboarding checklist.

  • Ensure compliance with applicable public sector privacy, security, and records acts (e.g., PHIPA/HIPA, FIPPA/FOIPPA, education records regulations), and cloud provider shared responsibility models.
  • Maintain audit readiness: evidence collection, control mapping, exception handling, and periodic control testing.
  • Oversee data residency and sovereignty: restrict regions, assess cross-border data flows, and adopt encryption/HSM policies.
Security & Identity
  • Own cloud security baselines (NIST-aligned), identity federation, privileged access management, Zero Trust principles.
  • Maintain incident response for cloud workloads: playbooks, tabletop exercises, lessons learned
Human Resource Leadership and Team Building
  • Communicates vision and values of the organization, emphasizing excellence at all levels engaging all staff in the division
  • Sets and communicates roles and expectations of team members to meet the goals of ITSS and Government
System and Financial Resource Management
  • Prepares capital and operational budget submissions for projects which support the strategic plans
  • Reviews technical costs for all Departments and Partners Capital and Management Plan submission; this includes Health PEI, Education and Crowns
  • Approves operating and capital budget expenditures using Oracle and internal ordering forms
Collaboration, Strategic Development and Implementation and Other Duties as required
  • Provides guidance and advice in the development of ITSS’s Strategic Plan
  • Provides guidance and advice in the development of Government’s Information Management and Technology Strategic Plan (IT/IM Plan)
Minimum Qualifications:
  • Bachelor’s degree in Business Information Systems (BIS), computer science, or degree in business or related field with relevant IT experience. MBA or other master’s degree preferred
  • Demonstrated equivalencies may be considered
  • Applicable Cloud Certifications will be an asset and may be required as position evolves
  • Experience in Supervision or Leadership
  • Experience in Cloud/platform engineering or implementation
  • Experience in Management with sensitivity and commitment to business problem solving
  • Some experience in Enterprise, Portfolio or Program Management
  • Experience in the IT industry preferably in information technology projects, project and contract management, technology procurement, implementation, and support
  • Extensive experience managing complex and multi-disciplinary projects/initiatives
  • Experience in leading technology projects/teams, managing multi-disciplinary teams and driving digital transformation
  • Experience is aligning IT strategies with business objectives to enhance efficiency, and deliver solutions
  • Experience in overseeing IT work/projects/initiatives ensuring collaboration across diverse teams and stakeholders
  • Distinctive blend of business, IT, financial and communication skills. This blend is vital because this is a highly visible position with substantial impact
  • Good understanding of current and emerging technologies, and of how other enterprises are using them to drive digital business
  • Knowledge of project management methodology and experience or familiarity with major, defined program management approaches
  • Significant knowledge of project/initiative planning/scheduling tools with a solid track record of practical application
  • Exceptional verbal and written communication skills; expertise in setting and managing partner expectations. Must be able to communicate ideas in both technical and user-friendly language
  • Effective influencing and negotiating skills in an environment in which this role may not directly control resources
  • Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of trust and confidence
  • Ability to support a tactical resource plan by mapping future demand to forecast project/work completion in the enterprise/program/project portfolio
  • Must be able to work independently and be highly self-motivated and directed
