Job summary

City of Selkirk seeks a proactive Manager of Administration to lead the city’s administrative functions, governance, and strategic initiatives.   • Minimum five (5) years of progressive leadership experience in municipal government, public administration, or a comparable public-sector environment.
  • Demonstrated experience leading complex projects, organizational initiatives, and change management efforts.
  • Strong knowledge of municipal governance, legislative frameworks, public-sector accountability, and Council-administration relationships.
  • Experience developing policies, preparing Council reports, briefing materials, business cases, and recommendations for senior leadership and elected officials.
  • Sound judgment and analytical skills with the ability to assess risks, solve complex problems, and support informed decision-making.

Responsibilities

  • Lead executive support to the CAO including research, analysis, and recommendations on priorities and issues.
  • Prepare briefing materials, reports, and presentations for the CAO and Council.
  • Represent the CAO on projects, committees, and initiatives.
  • Lead planning processes and monitoring of tactical, business, and operational plans.
  • Oversee governance, policy development, risk management, and by-law development.
  • Coordinate financial planning, budgeting, grants, etc., and monitor expenditures.
  • Foster collaboration across departments and manage organizational change initiatives with HR.
  • Build relationships with government agencies, community organizations, and stakeholders.
  • Support safety, emergency management, and capital asset programs.
  • Promote climate action and environmental stewardship.

The City of Selkirk is currently in search of a Manager of Administration. Reporting directly to the Chief Administrative Officer (CAO), the Manager of Administration serves as a trusted advisor to the CAO, providing leadership, coordination, and oversight to advance municipal priorities, support effective governance, and enhance service delivery. Working closely with the CAO and Senior Leadership Team, the role leads the implementation and monitoring of the City’s multi-year tactical plan, tracks progress on initiatives and provides analysis and reporting on organizational and project performance, risks, and emerging issues.

Job Duties:
1. Leadership and Executive Support
  • Serve as a strategic advisor to the CAO by providing research, analysis, recommendations, and support on priorities, emerging issues, and organizational initiatives.
  • Prepare briefing materials, reports, presentations, correspondence, and recommendations for the CAO, Senior Leadership Team, and Council as required.
  • Represent the CAO on assigned projects, committees, and initiatives.
  • Conduct environmental scans and organizational analysis to identify opportunities, risks, trends, and best practices.
2. Business Planning, Project Management, and Organizational Performance
  • Support the Chief Administrative Officer and Senior Leadership Team in the development, implementation, monitoring, and continuous improvement of the City’s, tactical, business, and operational plans.
  • Lead the annual tactical, business, and operational planning processes, ensuring alignment with Council priorities and organizational objectives.
  • Plan, coordinate, and lead the execution of complex, high-priority projects and initiatives that advance organizational priorities, strengthen service delivery, and support continuous improvement.
  • Develop and maintain project charters, work plans, performance measures, timelines, budgets, risk assessments, and reporting frameworks.
  • Monitor and report on the progress of organizational priorities, projects, and operational initiatives, identifying risks, barriers, and opportunities while promoting accountability for results.
  • Analyze operational and organizational performance data and provide recommendations to improve efficiency, effectiveness, customer service, and organizational outcomes.
  • Foster collaboration across departments to support integrated planning, project delivery, and achievement of the City’s objectives.
3. Governance, Policy and Risk Management
  • Support the CAO in fostering effective governance relationships between Council and Administration.
  • Undertake policy research, development, implementation, and review to ensure compliance with legislation and municipal best practices.
  • Evaluate governance, organizational, and operational risks and provide recommendations to support informed decision-making.
  • Lead the development of City by-law, policy, procedure, tool and intent forms.
  • Support business continuity, emergency preparedness, and organizational resilience initiatives.
4. Financial and Resource Planning
  • Support financial planning, budgeting, and resource allocation related to tactical initiatives and strategic projects.
  • Develop business cases, grant applications, funding proposals, and financial reports.
  • Analyze financial and operational data to support strategic decision-making.
  • Monitor project expenditures and ensure responsible stewardship of municipal resources in accordance with approved budgets and procurement practices.
5. Organizational Leadership and Change Management
  • Foster collaboration, communication, and alignment across departments to advance the City’s priorities.
  • Support the Senior Leadership Team in addressing complex organizational issues and achieving the City’s objectives.
  • Support organizational development initiatives, including workforce planning, succession planning, and leadership development.
  • Collaborate with Human Resources to develop and implement policies, programs, and strategies that support organizational objectives.
  • Promote a positive workplace culture focused on accountability, continuous learning, inclusivity, and employee well-being.
  • Lead organizational change initiatives in partnership with Human Resources, ensuring appropriate change management strategies, workforce impact assessments, communication plans, and employee engagement activities are developed and implemented.
6. Stakeholder Relations
  • Build and maintain effective relationships with, government agencies, community organizations, stakeholders, and the public.
  • Represent the municipality at meetings, committees, consultations, and public engagement activities as assigned.
  • Support communication, engagement, and issues-management strategies.
  • Provide strategic advice on stakeholder relations, communications, and organizational priorities.
  • Ensure the efficient and effective provision of services to internal and external stakeholders.
  • Provide a vibrant, safe, and healthy community, by researching all matters impacting upon the provision of services and to assist in the preparation of long range and short-term planning.
  • Respond to all inquiries from senior management.
  • Work co-operatively with all departments and personnel to support City initiatives.
  • Effectively collaborate with the Citizen Engagement team.
8. Safety and Emergency Management
  • Ensure all safety procedures and respectful workplace standards are followed by all personnel and project teams.
  • Provide support services within the City of Selkirk Emergency Plan.
9. Capital Asset Management Program
  • Understand and comply with the City’s Capital Asset Management policies.
  • Support the development and delivery of the City’s Capital Asset Management Program by providing professional advice and undertaking related tasks as needed.
10. Climate Action and Environmental Stewardship
  • Support the assessment and reassessment of the City’s practices, identifying opportunities for optimization, improvement, and innovation all towards the goal of reducing the City’s environmental footprint.

Knowledge, Skills and Abilities
Minimum qualifications shall include:
  • Bachelor’s degree in Public Administration, Business Administration, Political Science, Commerce, or a related field.
  • Minimum five (5) years of progressive leadership experience in municipal government, public administration, or a comparable public-sector environment.
  • Demonstrated experience leading complex projects, organizational initiatives, and change management efforts.

  • Strong financial and business acumen, including budget development, resource planning, grant funding, and performance measurement.
  • Experience leading organizational transformation, business process redesign, and project management maturity initiatives within a public-sector environment.
  • Exceptional relationship-building skills with the ability to collaborate effectively with elected officials, senior leaders, government agencies, community partners, and stakeholders.
  • Excellent written and verbal communication skills, including report writing, presentations, facilitation, and public engagement.
  • Demonstrated ability to manage confidential information and navigate sensitive organizational matters with discretion and professionalism.
  • Proficiency with Microsoft 365 applications and modern business technologies.
  • Experience leveraging Artificial Intelligence (AI), data analytics, and digital tools to improve organizational performance, research, reporting, and business processes.
Preferred Qualifications
  • Certificate in Manitoba Municipal Administration (CMMA).
  • Certification or training in Lean, Lean Six Sigma, Continuous Improvement, or related process improvement methodologies.
