Job summary

Indus Community Services in Brampton is seeking a Manager – Language Programs to lead the LINC and CNC initiatives and supervise a multidisciplinary team across Brampton and Mississauga.

You will plan, implement, and deliver high-quality client programs, coordinate with partners, manage data and budgets, and ensure timely reporting to funders. Local travel and on-site work are required.

Qualifications

  • Post-secondary education in social work, human services, adult education or settlement counseling required.
  • Five years of progressive management and leadership experience preferred.
  • TESL Ontario certification and teaching experience are assets.
  • Strong knowledge of immigrant settlement issues and community resources.

Responsibilities

  • Oversee day-to-day management of LINC/CNC programs and supervise staff and volunteers.
  • Ensure curriculum alignment with CLBs and monitor attendance to meet funder obligations.
  • Manage program budgets, reporting, and data, and coordinate with partners and funders.
  • Develop annual work plans, staff development plans, and program policies.
  • Lead site operations, safety, and quality standards across Brampton/Mississauga locations.

Job Position: Manager – Language Programs

Department: Newcomer Services

Status: Full-Time – 35 hours per week per week until March 31st, 2028.

(with the possibility of an extension)

Location: Brampton & Mississauga (with local travel)

This role is on-site and/or community based.

Compensation: $76,777.74 per annum plus group health benefits.

Position Summary:

In conjunction with the Director, the incumbent is responsible for the overall management of the Language Program at an assigned Indus site. The incumbent is also responsible for planning, implementation and delivery of high-quality client programs and ensuring all processes are performed in a timely and efficient manner to provide a professional level of service. Responsibilities relate to program supervision, coordination of activities of a multidisciplinary team including liaising with program and agency partners, program planning, quality management and program standards, equipment/supplies/ environment management, committee participation, as well as communication internally and externally.

Responsibilities and Duties: (but not limited to)
Language Instruction to Newcomers to Canada (LINC) & Care for Newcomer Children (CNC) Program
  • Manage the day-to-day operations of the program including the ongoing leadership, supervision and coaching and performance management of LINC, CNC, administrative staff, placement student, and volunteers.
  • Monitor LINC Teachers to ensure effective implementation and adherence to LINC Curriculum Guidelines based on the Canadian Language Benchmarks (CLBs). Conduct classroom observations to evaluate the delivery of teaching methodologies to ensure curriculum requirements are achieved and program standards are met.
  • Liaise with LINC Teachers to ensure smooth transition of student from one level to the next.
  • Monitor classroom enrollment and daily attendance to meet funder contractual obligations.
  • Additional responsibilities may include:
  • Monitoring CNC staff to ensure compliance with program requirements and successful CMAS monitoring visits.
  • Consulting with the Lead CNC staff to support the development and delivery of a child-centred, skill-building childminding program.
  • Overseeing and supporting the Digital Navigation program, ensuring effective service delivery and compliance with program requirements.
  • Compile statistical reports and documentation as required by funders and the organization; facilitate or organize planning and evaluation initiatives for the program.
  • Accountable for the management of assigned databases such as Caseworks, iCARE, Harts and other databases integral to Indus' operations/financials, including staff training, ensuring data accuracy, running reports, and maintaining the overall integrity of all operational and/or financial data.
In conjunction with the Director:
  • Train, supervise and evaluate program staff.
  • Develop and implement individual staff performance, development, training and performance improvement plans.
  • Recommend new and/or revise policies or program administrative directives as necessary and ensure all organizational and program policies/procedures are followed by staff.
  • Develop annual work plans and review, monitor, evaluate and enrich programs to ensure high-quality service that meets/exceeds contractual obligations and is supported by effective marketing strategies.
  • Draft/assist with funding proposals to enhance services and resources including program development, planning, implementation and evaluation.
  • Ensure that all organizational timelines are met (e.g. funding/grant applications, monthly and quarterly reports, budgetary reviews, performance appraisals).
  • Oversee expansion through client-based outreach, including community visits and the development of outreach materials in partnership with the communications department.
  • Establish and maintain positive working relationships with partners, funders and other service providers.
  • Work collaboratively within Newcomer Services to ensure program objectives are met and service quality is maintained.
  • Manage the assigned program budget, cash flow, petty cash, and reimbursement, maintain program resource and inventory list.
  • Participate in management team meetings, organizational meetings and external community commitments.
Site Management
  • Responsible for the day-to-day management and operation of assigned site(s).
  • Ensure that site performance, operations, information technology, quality and health & safety standards are maintained.
  • Conduct, and participate in staff and team meetings, and professional development opportunities as required.
  • Assist with facilities related projects as assigned.
  • Perform other duties as assigned from time to time.

Job Requirements:
Qualifications and Skills:
  • Post-Secondary education in social work, human services, adult education or settlement counseling and/or a minimum of five years of progressive management and leadership experience is required.
  • TESL Ontario certification and teaching experience are definite assets.
  • Demonstrated experience in program development, planning, implementation and evaluation, including staff supervision, team leadership, coaching, mentoring and performance management.
  • Excellent knowledge of the immigration system, local settlement issues, community resources and services, and barriers experienced by newcomers.
  • Strong relationship-building skills with the ability to establish trust, rapport, and credibility with clients, staff, and stakeholders.
  • Collaborative and results-oriented decision maker who is adaptable, innovative, takes initiative, and demonstrates sound judgement.
  • Knowledge of and demonstrated commitment to a client-centred service delivery approach, with the ability to continuously enhance programs and respond to changing client needs.
  • Strong organizational and time management skills, with the ability to prioritize competing demands, meet deadlines, and respond effectively to changing priorities.
  • Effective communicator with excellent interpersonal skills and the ability to work collaboratively with all levels of the organization and a diverse range of stakeholders.
  • Demonstrated skills in team building, financial management, outreach, and stakeholder engagement.
  • Self-directed, motivated, goal-oriented, and able to work independently and as part of a team.
  • Strong written and verbal communication skills in English, with the ability to present information clearly, concisely, and diplomatically.

  • Proficient in MS Office applications, internet usage, and workplace databases.

  • Ability to work flexible hours, including occasional evenings and weekends, and work from any Indus worksite as required.
  • Ability to travel between agency locations to support operational needs, including meetings and other work-related activities.
  • Current CPR and First Aid certification is required.
  • Successful candidates must provide a satisfactory Vulnerable Sector Check prior to commencing employment, and iCARE database clearance will be required.
