Job summary

Durham Community Health Centre is seeking a Manager, Infrastructure Management & Operations to lead facilities, IT, and related services. You will oversee multi-site infrastructure, capital projects, and contract management while guiding a team of custodians and IT staff.

The role reports to the CFO and requires strong leadership and budgeting skills. The ideal candidate has 5–7 years in operations management, a relevant degree, and preferably MBA/PMP.

Qualifications

  • 5-7 years of experience managing multiple operational areas (facilities, IT, corporate services)
  • Bachelor's degree in business administration, healthcare management or relevant field
  • MBA and/or PMP certification is an asset
  • FMP or CFM certification is an asset
  • Experience in healthcare, not-for-profit or charitable sector preferred
  • Strong leadership, management and budget control skills
  • Proficient in Microsoft Office and IT/Facilities controls

Responsibilities

  • Lead operational strategies, plans, policies with CFO guidance
  • Manage operating budget and annual budgeting process
  • Provide people leadership to staff and external vendors
  • Ensure alignment of objectives with strategic plan and KPIs

Hours of Work:Monday - Friday, 35 hours per week

Salary Range:$80,000 -$85,000 commensurate on skills and experience and plus Group Benefits & HOOPP

Position Reports to:Chief Financial Officer (CFO)

Primary work location:Oshawa with flexibility to work at other DCHC sites as required

Direct Reports: 5 Custodians, 1 IT Services Coordinator

Oversight of: Third Party Service Providers.

Position Overview

As part of the management team at DCHC, the Manager, Infrastructure Management & Operations position oversees the following needs of the organization:

Responsibilities
Leadership and Management
  • Design operational strategies, operating plans, priorities and policies with guidance and approval from CFO
  • Effective multi-year and annual planning and management of operating budget; provide input towards organizational annual budgeting exercise
  • Provide people leadership to internal staff and external support vendors to achieve high-level of organizational commitment and job performance; this includes communicating job expectations, planning and appraising productivity, conflict management, staff development and coaching & motivating staff
  • Provide support and guidance to colleagues as needed and seek input, as necessary, for organizational-wide recommendations
  • Ensure operating plan objectives align with organizational strategic objectives; Deliver on operating objectives, performance measures and KPls
  • Lead with a growth mindset and promote organizational values through performance and leadership approach
  • Share innovative ideas on how to increase operational efficiencies and how might DCHC increase its ability to deliver against its strategic plan and Theory of Change
  • Ensure appropriate employees are aware of DCHC's policies and processes as it relates to Facilities, or Insurance
  • Be jointly responsible, as a member of the management team, for the effective implementation and adherence to Health and Safety legislation.
  • Ensure self and team's adherence with legislative requirements and employment principles (e.g., AODA, Human Rights Code, Ontario Employment Standards)
Operational
Infrastructure Planning & Management
  • Effectively and efficiently manage all DCHC infrastructure and facilities for business continuity. Ensure an updated business continuity plan exists within the organization.
  • Ensure a multi-year infrastructure strategy exists in alignment with the organization's strategic plan
  • Conduct organization-wide utilization exercise and provide analysis, recommendations, and cost implications
  • Proactively liaise with departmental leaders to seek input on infrastructure needs and areas of improvement/opportunities
  • Manage all Capital Infrastructure projects including logistic management of the organization
  • Manage negotiation of new site leases, relocation or contract renewals
  • Conduct appropriate engineering and facility tests/reports to ensure safety and sustainability of DCHC facilities
  • Supervise building design and systems (floorplan, structural changes, roofing, parking lot and lighting) and building operating systems (HVAC, BAS, Electrical, Access control)
  • Ensure periodic and preventive maintenance through proactive timely trouble shooting
  • Negotiate and manage all infrastructure related contractual relationships (facilities management);
  • Ensure proper records management of all infrastructure related records
  • Manage the facilities database, security systems and access control system(s)
  • Support special projects or initiatives as assigned
IT Planning & Management
  • Effectively and efficiently manage all DCHC IT infrastructure needs for business continuity. Ensure an updated incident report management plan and support management plan exists within the organization
  • Ensure a multi-year IT strategy exists in alignment with the organization’s strategic plan; with a strong focus on digital transformation, cyber security, support management and long-term sustainability
  • Conduct penetration testing and threat assessment and provide analysis, recommendations, and cost implications
  • Proactively liaise with departmental leaders to seek input on IT needs and areas of improvement/opportunities
  • Manage 3rd party MSP and other services, as needed, to ensure SLA’s are met in accordance with the contractual terms. Work with MSP on special projects, initiatives or reporting needs
  • Negotiate and manage all IT related contractual relationships (hardware, software, and services); ensure proper records management of all IT related records
  • Oversee IT procurement plans and inventory control to ensure equipment is ordered in accordance with the organization’s needs and ability to manage / control inventory and user expectations
  • Ensure a smooth proactive employee onboarding and offboarding plan exists and is implemented
  • Ensure IT Inventory is effectively tracked and managed
  • Implement and monitor effective IT controls, policies, and procedures across the organization; Design or update IT policies as needed
  • Provide staff development / training opportunities to build staff awareness and knowledge around IT best practices
  • Support special projects or initiatives as assigned
Insurance Management
  • Effectively and efficiently manage DCHC's insurance needs for business continuity. Ensure updated insurance policies exists within the organization
  • Meet with respective insurance brokers to negotiate terms and complete renewal processes; ensure proper records management of all insurance related records
  • Support special projects or initiatives as assigned
Key Qualifications
  • 5-7 years of relevant experience managing multiple operational areas i.e. facilities, IT, corporate services, etc.
  • Bachelor's degree in business administration, healthcare management or relevant experience
  • MBA and/or PMP Certification is an asset
  • FMP or CFM certification is an asset
  • Experience within the healthcare, NFP or charitable sector is strongly preferred
  • Strong understanding of standards and requirements related to facilities management, insurance, etc. is required
  • Strong leadership & management skills are required: people management, budget management, project management, change management, etc.
  • Strong Microsoft Suite skills are required: Excel, PowerPoint, Word, Azure, Visio, Teams, SharePoint, etc.
  • Satisfactory criminal reference check.
  • Valid "G" Ontario driver's license and unlimited use of a vehicle.
  • PASSIONATE and has a desire to learn, roll-up their sleeves and lead with an entrepreneurial mindset
  • Ability to lead unionized and non-unionized staff and contractors
  • Ability to prioritize and multitask multiple projects at the same time
  • Ability to work autonomously
  • Ability to work well under pressure in a fast-paced environment and be adaptable to the changing needs of the organization

  • Strong problem-solving skills and attention to detail and accuracy
  • Excellent interpersonal and collaboration skills with a proven ability to successfully deal with complex issues working within the context of cross-functional teams
  • Strong verbal, written and interpersonal skills
