Job summary

Durham Community Health Centre (DCHC) is seeking an Infrastructure Operations Lead to oversee facilities and infrastructure services across multiple sites, ensuring continuity and safety. The role reports to the Manager of Infrastructure Management & Operations and requires coordination with departments to align with the organization’s strategic plan.

  • Diploma in Business Administration, Facilities Management, Health Care Management or an equivalent.
  • 3–5 years in facilities management and vendor management, preferably in healthcare or nonprofit.
  • Experience with project management or project coordination.
  • Knowledge of fire pumps/panels, HVAC, and safety standards.

Responsibilities

  • Assist the manager in effectively and efficiently managing all DCHC infrastructure and facilities for business continuity.
  • Assist in developing a multi-year infrastructure strategy in alignment with the organization’s plan.
  • Coordinate with departmental leaders to seek input on infrastructure needs and opportunities.
  • Assist in managing all Capital Infrastructure projects including logistics.
  • Work with external vendors to ensure deliverables meet budget and timelines.
  • Assist in negotiating new site leases and related procurements or renewals.
  • Support engineering and facility tests/reports to ensure safety and sustainability.
  • Assist supervising building systems (HVAC, BAS, Electrical, Access control).
  • Ensure preventive maintenance schedules are maintained.
  • Manage facilities database and security systems.
  • Support policy design and health & safety adherence.
  • Provide oversight of building operations and contract staff.
  • Support special projects or initiatives as assigned.

Hours of Work: Monday - Friday, 35 hours per week

Salary Range: $64,000 -$68,000 commensurate on skills and experience and plus Group Benefits & HOOPP

Primary work location: Oshawa with flexibility to work at other DCHC sites as required.

Position Overview

TheInfrastructure OperationsLeadplays a crucial role in supporting the Infrastructure and Operationsteamin various key functions related to corporate services.The Infrastructure Operations Leadis responsible forensuring the smooth operation of these essential services, contributing to the overall efficiency and functionality ofDurham Community Health Centre.This role involves overseeing and coordinating activities such as facilities managementandhealth and safety compliance.Additionally, may be asked toassistorserve on committees or project groups.

Responsibilities
  • Assistthemanagereffectively and efficiently managing all DCHC infrastructure and facilities for business continuity.Ensurean updated business continuity plan exists within the organization.
  • Assist Manager in development ofa multi-year infrastructure strategy exists in alignment with the organization’s strategicplanwith the guidance of the manager.
  • Proactively liaise with departmental leaders to seek input on infrastructure needs and areas ofimprovement/opportunities.
  • Assistin managingall Capital Infrastructure projects including logistic management of the organization.
  • Effectively work withexternal vendors toensure deliverables are met on budget and within established timelines.
  • Assistin thenegotiation of new site leases, relocation and related procurement or contractrenewals.
  • Support with conductingappropriate engineeringand facility tests/reports to ensure safety and sustainability ofDHCfacilities.
  • Assistin supervisingbuilding design and systemsand building operating systems (HVAC, BAS, Electrical, Access control), with the support of the manager.
  • Assist the manager in ensuringperiodic and preventive maintenance through proactivetroubleshooting.
  • Ensure that facility maintenance and cleanliness standards are met.
  • Manage the facilities database, securitysystemsand access control system(s).
  • Support the manager in designing and implementing required policies.
  • Supporttheeffectiveimplementationand adherence to Health and Safety legislation.
  • Ensures that maintenance and preventative maintenance schedules aremaintained.
  • Provides oversighttobuilding operations and contract staff and delegates and followsup ontasks asrequired.
  • Support special projects orinitiatives asassigned
Operations Support
  • Support positive working relationships within the team through effective communication, a culture of collaboration, accountability, inclusivity, and innovation.
  • Provide insights into service delivery design, support goal setting, staff performanceenhancementand quality improvement efforts.
  • Effectively support fair workload distribution, employeeschedulingand actioning of absence requests.
Qualifications
  • Diplomain BusinessAdministration, FacilitiesManagement, Health CareManagementora relatedfield; or an equivalent combination of education and experience will be considered.
  • 3-5 years ofexperience infacilities management,and vendor management, preferably in a healthcareand/or nonprofit setting.
  • Experience with project management or project coordination
  • General knowledge in the following areas:
    • Fire pumps/fire panels
    • HVAC systems
    • Occupational Health and Safety standards and procedures
  • Strong negotiation skills and the ability to build andmaintaininternal and external stakeholderrelationships.
  • Excellent organizational and time-management skills.
  • Proficiencyin Microsoft Office Suite (Excel, Word, PowerPoint), building automation systems (BAS).
  • Have excellentverbaland written communication skills.
  • Understand tendering processes like RFQ, RFP, and RFI.
  • Prioritize tasks and meet deadlines consistentlyin a busy environment with multiple competing priorities.
  • Must have valid driver’s license and regular access to a vehicle totravel inbetween sites, asrequired.
  • Be flexible and adaptable.
