Job Profile

Under the general direction of the Senior Manager, Human Resource Services, the Manager of Human Resources is a member of the Human Resource Leadership Group (HRLG). The Manager of Human Resources works as a member of the departmental leadership team to develop and implement a departmental HR strategy and plan that meets and aligns with operational needs and goals. The HR Manager participates in the creation, communication, implementation and monitoring of HR programs in the areas of (Labour Relations, Payroll/Benefits, Compensation & Classification, Recruitment, Diversity, Employee Health, Safety, and HRIS) to ensure consistency in programming city wide. This position leads the departmental human resource team and provides HR advice, guidance, leadership, direction, and support on HR-related generalist functions and ensures that HR activities align with departmental goals to meet the unique business needs of each city department.

As The Manager, Human Resources You Will

  • Participate in development of strategic Human Resource initiatives to improve envisioned future operations and achieve the long-term organizational goals.
  • Lead and direct the communication delivery and compliance of city-wide HR specialty programs in the department.
  • Provide oversight and leadership on all matters relating to labour and employee relations issues (grievance/arbitration handling), implements labour relations programming and consults with Corporate Labour Relations as required.
  • Lead and direct the Human Resource team (direct & indirect reports).
  • Ensure training, compliance and consistent practice to Specialty HR Programs.

Your Education And Qualifications Include

  • A Bachelor’s Degree with specialization in Human Resources, Commerce, Public or Business Administration, or equivalent combination of training and experience.
  • CPHR designation is an asset.
  • 5-7 years demonstrated senior level leadership experience in the management of Human Resources in a diverse, unionized environment.
  • Experience delivering HR solutions through the design and application of processes and technology. Experience with defining and using the relevant and competitive HR metrics.
  • Experience leading, developing, implementing and providing advice and direction on legislation, regulations, administrative standards, HR programs, procedures, and tools.
  • Experience leading workplace investigations.
  • Experience advising, guiding, educating and supporting leaders in managing their human resources capital and strategic business objectives.
  • Sound knowledge of the employment standard code, labour Relations act, Human Rights Code, Workplace Safety and Health act, Freedom of Information and Protection of Privacy act.
  • Knowledge of overall operational budgets, cost controls, capital budgets, and other financial activities in line with Corporate Finance direction and guidelines.
  • Thorough knowledge of and ability to interpret and administer the applicable collective agreements.
  • Demonstrated ability to consult, mediate, negotiate and work with a variety of teams/groups and committees, i.e. Unions/Associations, departmental staff and external agencies.
  • Demonstrated ability to manage and complete projects.
  • Excellent computer skills including Microsoft Office (Word, Excel, PowerPoint, Outlook, Access, etc.) and knowledge of HRIS software applications.
  • Sound interpersonal skills and the ability to develop and maintain effective working relationships with a variety of stakeholders at all levels including the Human Resource Leadership Group, and the department’s senior management team.
  • Sound verbal, written, and presentation skills with the ability to summarize and present information clearly to common understanding amongst variety of audience.
  • Organizational and time management skills; adaptable to unforeseen changes in schedule and interruptions, ability to establish priorities and meet deadlines within tight timelines.
  • Ability to achieve quality results with utmost accuracy in a busy and high-volume environment.
  • Strong business acumen with ability to serve as a change agent, and to align organizational development strategies with overall business goals.
  • Ability to build an effective team and measure or hold team accountable to results through Key Performance Indicators, Metrics, and identification of Root Cause and Countermeasures.
  • Sound critical thinking skills and the ability to exercise good judgment to solve problems quickly and effectively.
