Position Summary

The Manager Human Resouces is responsible for all aspects of human resource related activities for the Society throughout the organization. Reporting to the Executive Director, the Manager is a key member of the management team and as such provides overall strategic advice and direction for all of the organizations human resource practices. The Manager directly supervises the position of Human Resource Assistant. This position holds accountability for all functional areas of human resources including employee compensation and benefits, employee and labour relations, learning and development, recruitment and retention, regulatory compliance.

Qualifications/Requirements

This individual must have several years of progressively responsible human resource management experience preferably with a generalist focus.

  • Bachelor's Degree, Post-Secondary diploma or Certificate focusing on human resources
  • CHRP designation is strongly preferred
  • Human Resource Management experience in a not-for-profit environment is preferred
  • Demonstrated experience in HR functions such as recruitment, selection and staffing, employee and labour relations, compensation and benefits, health and safety as well as performance management
  • Demonstrated knowledge of Saskatchewan Labour Standards and the Saskatchewan Occupational Health & Safety Act and Canada Human Rights Commission
  • Demonstrate strong administrative skills and workload/project prioritization
  • Detail oriented, self-directed, with strong conflict management and mentoring skills.
  • Demonstrate sound judgement and maintain confidentially in maintaining critical and sensitive information, records and reports
  • Strong knowledge of HRIS systems and Microsoft Office Applications
  • Experience supervising staff
  • Demonstrates the of principles servant leadership, putting people first

Primary Duties And Responsibilities

The efficient day-to-day operation of the Regina Open Door Society's culturally diverse organization is maintained through a collaborative approach with the Executive Director, Directors, Managers and staff through consensus based decision making. The Manager Human Resource works as a member of the Regina Open Door Society Management Team.

In collaboration with management staff, and working with the HR Administrator, lead the staff recruitment, selection and other HR process to ensure that timely, organized and comprehensive procedures are followed.

  • Work in conjunction with the managers and directors to draft and prepare job descriptions and postings for job advertisements
  • Classify/reclassify positions for proper compensation level
  • Receive and screen resumes and consult with department manager/director on preferred candidates
  • Work with the hiring manager/director in preparing interview guides and scheduling interviews
  • Attend and participate in candidate interviews
  • Conduct reference checks and inform candidates of interview outcomes
  • Prepare and present verbal and written employment offers
  • Prepare and provide all new hire information including but not limited to: RODS policies and procedures, applicable tax and benefit/pension forms, RODS confidentiality forms, code of conduct, banking information form and emergency contact information
  • Perform all new hire orientation (one - on - one and in small groups)
  • Conduct all exit interviews and track retention

Provide information and assistance to staff and management regarding human resource and workplace related issues.

  • Administer the human resource policies and procedures, explaining provisions of the policies and procedures to staff and management
  • Ensures compliance with Federal and Provincial laws, regulations, legislation and policies, including Occupational Health & Safety regulations
  • Keep up to date with relevant employment standards and legislation
  • Research and monitor human resource practices and systems within the community and monitor changes in best practice
  • Answer questions from RODS staff regarding compensation, benefits and other relevant information
  • Manage inquiries from the general public regarding RODS HR programs, policies and procedures
  • Coordinate organization wide training
  • Assist management with accommodation and other HR related staff requests
  • Manage the Online Attendance System 'Replicon'
  • Assist management with performance management

Manage and administer the employee group benefits program, Saskatchewan Pension Plan and Workers Compensation claims.

  • Coordinate the day to day processing of benefits, pension and workers compensation, including the enrollment of new employees, changes, terminations and disability claims
  • Work with the Accounting and Payroll Clerks in administering the benefits and pension plan

Manage HR files, documentation, and HR tracking

  • Provide reporting/tracking to the Director regarding Balanced Scorecard (BSC) performance measures.
  • Oversee the processing, verification and maintenance of documentation relating to all personnel activities including but not limited to: addresses, emergency contacts, tax forms, compensation, absences, staffing, recruitment, probationary periods, years of services, performance management and evaluations, Records of Employment.

Working Conditions

Work is performed primarily in a standard office environment with extensive employee and public contact and frequent interruptions. Primary functions require sufficient physical ability and mobility to work in an office setting.

Manager Category (Step 1) the annual salary for this position is($37.05) $77,061.90 per year.

Hours of work

The hours of work are Monday to Friday from 8:00 AM to 5:00 PM with a one hour unpaid lunch break and a Supplementary Day Off (SDO) every month.
