Position Information

The Ottawa Hospital is seeking a dynamic leader to serve in the role of Manager, Financial Planning, Reporting and Analysis. The Manager will play an integral role in the creation of a culture of financial stewardship with enhanced financial controls and accountability as it relates to the planning, budgeting, forecasting, and reporting processes for TOH as well as partnering with the business on all financial matte rs.

Rotation/Shifts

Days, 8 hour shifts.

What You Will Do

The Manager, Financial Planning, Reporting and Analysis will lead a team of accounting / financial planning and analysis professionals (Finance Business Partners) and will use their strong accounting, operations and planning fundamentals, analytical ability and interpersonal skills to enhance the team’s analytical, financial stewardship, opportunity/risk seeking and value-add outputs.

This position will provide support and education to the business on the main 3 aspects of Finance: Budget (Operating and Capital), Financial monitoring (including supply and services contracts), Financial Sustainability Projects and finally Education (Policies and processes including: Procurement, Payroll & ESS, Financial Budget Management and Internal Controls).

This position leads/oversees:

  • The development and implementation of corporate financial management training at all levels across the organization and of continuous improvement & streamlining financial processes;
  • The coordination and review of inputs to the multi-year financial plan, annual operating plan & budget;
  • The coordination, review, and assessments regarding Ministry & other revenues.
  • The coordination and review of monthly and quarterly financial analysis and forecasts at the business portfolio level;
  • The budgetary control processes which involve monitoring the hospitals activities and resources utilization against planned / desired levels and recommending actions to deal with variances and performance;
  • The efficiency and stewardship of the position management process.


This position is also responsible for:

  • Researching and maintaining a comprehensive in-depth knowledge of accounting and MIS standards, funding formula and programs;
  • Planning workload and deliverables with the goal of providing financial management support while ensuring Finance deliverables are achieved timely in line with strategic, corporate, Board and Ministry directions and workplans.
  • Overseeing the accuracy and comprehensiveness of financial analysis, costing and monitoring of resources as well as leading the ongoing assessment of opportunities and risks;
  • Working collaboratively across TOH and establishing relationships with our peers, OH and Ministry;
  • Participating in Finance, Corporate, Regional and OH-MOH initiatives, projects and external reviews, always providing the highest level of quality and service.


What You Will Bring

  • Four (4) year Undergraduate Degree in Business, Finance or a related field;
  • Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), or Certified General Accountant (CGA) designation;
  • Five (5) years’ relevant experience in finance related positions with increasing responsibilities;
  • Three (3) years of leadership experience;
  • Progressive financial planning, budgeting, and forecasting management experience including people management/supervision and application of internal controls, financial practices and procedures;
  • Experience preferably in the health care environment or a large complex organization;
  • Strong knowledge of financial planning & analysis, accounting and reporting principles, internal control concepts, business case development & monitoring and relevant health care industry legislation, and guidelines;
  • Demonstrated experience in collaborating and presenting to Senior Management and influencing outcomes at senior levels within the organization;
  • Understanding of management, change management, managing teams and problem resolution techniques;
  • Strong working knowledge with automated financial systems, spreadsheet applications and related business software. Experience in MS Office Suite, with expert-level skills in Excel spreadsheets, and Word;
  • Strong financial background including the ability to link finance and operations;
  • Strong critical thinking and analytical problem-solving skills;
  • Advanced strategic, organizational, communication, client relationship, decision-making, influencing and leadership skills;
  • Ability to facilitate meetings, conduct effective briefings and presentations, develop consensus, both
  • internally and externally, with people who reflect the full range of diversity in objectives;
  • Excellent verbal and written communication skills;
  • Ability to prepare written policies, processes and procedures, briefing notes, and business cases;
  • Demonstrated high level of initiative and self-direction, flexibility, and ability to adapt to change and competing demands/urgencies with a sense of calm and resilience;
  • Demonstrated ability to manage multiple and complex initiatives and to implement projects within
  • established timeframes and targets. Sound experience in program/project management.


You will stand out with:

  • Knowledge of systems analysis/process improvement and project management methodologies;
  • Proficiency in English and French oral expression (advanced level) and comprehension (advanced level)
