Job summary

Canada Deposit Insurance Corporation seeks a Manager, Application Services to oversee delivery, support, and modernization of its application portfolio in a hybrid Ottawa/Toronto environment. You will guide a small team, manage vendors, and partner with business units to translate needs into actionable roadmaps and secure, compliant production changes.

The role requires 5–7 years in application services and 3+ years in leadership, with strong knowledge of agile, DevOps, and IT Service

Qualifications

  • Post-secondary degree or diploma in Computer Science, Information Technology, Information Systems, Business Administration, or a related discipline.
  • Five to seven years of progressively responsible experience in application services, technology delivery, IT operations, or related technology function.
  • Three or more years of experience leading people, work, vendors, or cross-functional contributors in small teams.
  • Experience supporting or managing applications across their lifecycle: requirements, design, configuration or development, testing, release, production support, incident/problem management, change readiness, documentation, roadmap planning.
  • Experience with agile, waterfall, DevOps, cloud or SaaS solutions, cybersecurity, privacy, data, reporting or BI.
  • Certifications or training in IT Service Management, project delivery, agile delivery, product management, cloud, or vendor management are assets.

Responsibilities

  • Lead end-to-end delivery, support, and continuous improvement of the application portfolio, ensuring reliability, security, and alignment with business priorities.
  • Provide day-to-day technical and operational leadership for a small team, balancing people management with hands-on contribution.
  • Translate user needs into practical delivery plans, documenting requirements, risks, decisions, and trade-offs.
  • Coordinate blended delivery models (agile, waterfall, production support) and prioritize work based on value and capacity.
  • Maintain application health, incident response, problem management, change readiness, release coordination, and service continuity.
  • Ensure secure, compliant, tested, and production-transitioned changes with partners across architecture, cybersecurity, privacy, data, and operations.
  • Manage vendors and cross-functional contributors to meet enterprise standards and avoid delivery friction.
  • Maintain current understanding of portfolio ownership, data sensitivity, lifecycle status, and opportunities for modernization or rationalization.
  • Support data-informed decisions with reliable reporting, integrations, and management information.
  • Coach and develop team members, promoting cross-training, shared ownership, and sustainable workload management.
  • Identify risks early and advise senior management on impacts and actions.
  • Contribute to technology planning, simplifying services, and adopting modern practices like automation and cloud-aware operations.

About the role

As a Manager, Application Services, you will be responsible for coordinating application service delivery and support for custom-developed and COTS (Commercial Off-the-Shelf) applications. In order to achieve this, the incumbent must demonstrate an excellent understanding of organizational needs to enable and enhance CDIC’s capabilities through technical solutions.

This role can be performed from our Ottawa or Toronto offices, following a hybrid model approach. This is a full-time permanent opportunity.

CORE RESPONSIBILITIES required for this role
  • Leads the end-to-end delivery, support, and continuous improvement of the application portfolio, including custom-developed, configured, and SaaS applications. The Manager ensures that services are reliable, secure, supportable, and aligned with business priorities.
  • Provide day-to-day technical and operational leadership for a small team, balancing people management, technical oversight, delivery coordination, vendor engagement, and operational support. The Manager is expected to provide direction while also contributing directly where capacity, urgency, or complexity requires.
  • Works with business partners to understand user needs, clarify product outcomes, assess options, maintain practical roadmaps, and translate priorities into practical delivery plans. The Manager ensures that requirements, risks, dependencies, decisions, and trade-offs are clearly documented and communicated.
  • Manages a blended delivery model that may include agile, waterfall, iterative enhancement, production support, proof of concepts, and vendor-led work. The Manager coordinates intake, and prioritization of work based on business value, user impact, operational risk, team capacity, and enterprise commitments.
  • Maintains operational accountability for application health, incident response, problem management, change readiness, release coordination, knowledge management, and service continuity. The Manager ensures that support practices are practical, sustainable, and appropriate for a small-team operating model.
  • Ensures that application changes are secure, compliant, tested, documented, and transitioned effectively into production. The Manager works with architecture, cybersecurity, privacy, data, infrastructure, and service management partners to manage risk without creating unnecessary delivery friction.
  • Manages vendors, service providers, and cross-functional contributors to ensure that external work is clearly scoped, monitored, accepted, and aligned with enterprise standards. The Manager escalates issues early and ensures that vendor dependencies do not compromise delivery, supportability, or accountability.
  • Builds and maintains a current understanding of the application portfolio, including business purpose, ownership, dependencies, data sensitivity, lifecycle status, technical debt, resilience needs, and opportunities for modernization or rationalization. The Manager uses this understanding to inform product lifecycle decisions, including when to enhance, sustain, simplify, consolidate, or retire applications.
  • Supports data-informed decision-making by ensuring that application data, reporting, integrations, and management information are reliable, appropriately governed, and available to support operational and strategic decisions.
  • Leads, coaches, and develops team members while recognizing the realities of small teams, including cross-training, shared ownership, back-up coverage, documentation, and sustainable workload management. The Manager sets clear expectations and supports performance, learning, and resilience across the team.
  • Identifies, communicates, and manages risks, issues, constraints, and resource pressures in a timely and practical manner. The Manager provides clear advice to senior management on impacts, options, recommended action, and decisions required.
  • Contributes to technology planning by identifying opportunities to simplify services, reduce manual effort, improve user experience, strengthen resilience, and adopt modern practices such as automation, secure-by-design delivery, cloud-aware operations, and responsible use of emerging technologies.

  • Strong vendor and partner management skills, including the ability to define scope, monitor delivery, manage dependencies, assess quality, elevate issues, and ensure solutions are supportable over time.
  • Strong people management, coaching, and workload planning skills, including the ability to develop team members, support cross-training, manage capacity, and build sustainable coverage in small teams.

Required EDUCATION & EXPERIENCE
  • Post-secondary degree or diploma in Computer Science, Information Technology, Information Systems, Business Administration, or a related discipline; an equivalent combination of education, training, and relevant experience may be considered.

  • Five to seven years of progressively responsible experience in application services, technology delivery, IT operations, or a related technology function.

    Three or more years of experience leading people, work, vendors, or cross-functional contributors, including experience operating in small teams where managers balance direct contribution with people leadership and delivery accountability.

  • Experience supporting or managing applications across their lifecycle, including requirements, solution design, configuration or development, testing, release, production support, incident/problem management, change readiness, documentation, roadmap planning, backlog prioritization, benefits tracking, and continuous improvement.

  • Experience working with modern delivery and operating practices such as agile, waterfall, DevOps, IT Service Management, vendor-led delivery, cloud or SaaS solutions, cybersecurity, privacy, data, reporting, or business intelligence.

  • Experience managing business relationships, stakeholder expectations, delivery priorities, risks, dependencies, vendors, and service outcomes in a complex technology environment.

  • Relevant certifications or training in IT Service Management, project delivery, agile delivery, product management or product ownership, cybersecurity, cloud, vendor management, or people leadership are considered assets.

Must have

Language Requirements: Bilingual Imperative: Level (BBB/BBB).
